REGULAR MEETING PROCEEDINGS
TUESDAY, DECEMBER 3, 2013
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday,December 3,2013 at 7:30 p.m. in the Council Chambers at City Hall,2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Member DeBettignies, Shoe-Corrigan and
Demuth attending. Council Member Weisensel arrived shortly thereafter. Staff present included City
Administrator Johnson, City Clerk Domeier, Communications Coordinator Cox, Chief of Police
Werner, Director of Parks and Recreation Schultz, Finance Director May and Director of Public
Works/City Engineer Brotzler. The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated that a new application was added to item 6.d. Authorization for
submittal of the MS4 SWPPP Application for Reauthorization.
Motion by Droste. Second by Shoe-Corrigan.
Motion to Adopt the Agenda.
Ayes: 4
Nays: 0. Absent:Weisensel. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS
3.a. Police Officer Oath of Office
Mayor Droste administered the ceremonial Oath of Office to Officer Bradley Roschen.

Motion by DeBettignies. Second by Demuth.
Motion to Approve the Consent Agenda.

Nays: None. Motion carried.
PUBLIC HEARINGS
7.a. Public Hearing and Adoption of Final 2014 Budget and Tax Levies
Finance Director May and City Administrator Johnson both provided summaries of the staff report
and budget related data. Discussion was held on the median home values and their calculations.
There were no significant comments on the budget.
Mayor Droste opened the Public Hearing. There were no comments.

Motion by Droste. Second by DeBettignies.
Motion to Close the Public Hearing.
Ayes: 5
Nays: 0. Motion carried.
Motion by DeBettignies. Second by Shoe-Corrigan.
Motion to adopt a resolution approving the 2014 General Fund Operating Budget, the 2014
Capital Improvement Program (CIP) Budgets, the 2014 Insurance Budget, the 2014 Port
Authority Operating Levy and the 2014 levy required by the City of Rosemount and motion
to adopt a resolution levying a tax for construction of a State Armory Building.
Ayes: Shoe-Corrigan, Droste,Weisensel, Demuth,DeBettignies
Nays: None. Motion carried. (Resolution 2013-95 and Resolution 2013-96)
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The City Council will attend the employee holiday
luncheon on Wednesday,December 11 at 11:30 in the Banquet Hall at the Community Center,
13885 South Robert Trail. The next regular City Council meeting will be held on December 17.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste, and
second by DeBettignies, the meeting was unanimously adjourned at 8:03 p.m.
