Fire Station 2, to be purchased from Alex Air Apparatus in the amount of$43,660.00. Additionally, the installation of the compressor by Collins Electrical in the amount of $1,585.00. ISSUE Currently the Rosemount Fire Department only has one breathing air compressor which is located at Station 1. With the addition of the Station 2, we have added fire personnel and will continue to add more in the coming years. This has caused additional strain on the breathing air compressor at Station 1. DISCUSSION Currently after fires both stations have to reconvene at Station 1 to fill SCBA bottles. One issue the department faces is when large numbers of bottles are needed to be filled, the air compressor struggles to fill to capacity. An additional breathing air compressor would significantly reduce time spent getting back in service as well as air bottles only getting partially filled. It has also created a situation where Firefighters are transporting bottles back and forth in fire vehicles after calls and training. This would alleviate time and fuel spent between stations transporting air bottles to be filled. Also, an additional breathing air compressor would significantly reduce the chance of not having the ability to fill air bottles in the event the Station 1 compressor were to fail. Finally, an additional compressor installed at Station 2 would put this department in a better position to take on additional firefighters in the years to come. RECOMMENDATION As Fire Chief, I recommend that the additional Bauer air compressor be installed at Station 2. Some benefits include a safer environment because firefighters will have the ability to efficiently and successfully fill air bottles after a fire; therefore, creating a safer environment for the citizens of Rosemount. We will implement a back-up plan to fill SCBA bottles and get them back in service, should the breathing air compressor at Station 1 fail. Lastly, many of the firefighters struggle to get to work after an overnight fire. This additional air compressor would speed up the process of getting equipment back in service and FF's out the door and to work in a timely manner. Page 2 of 2 RECOMMENDED ACTION: Purchase and installation of a Bauer Vertecon Breathing Air Compressor at Fire Station 2. ADDITIONAL DISCUSSION As part of this process to select a compressor for station two, a committee composed of several members of the Rosemount Fire Department was put together to conduct the research. This process included speaking with members from several fire departments in Dakota County as well as conducting research on line. After the initial investigation, two front runners emerged in the process, Bauer and Scott SCBA compressors. Meetings were then set up with representatives from Scott and Bauer to discuss Rosemount Fire needs and expectations in an SCBA compressor. After meeting with the representatives, committee members then visited Flint Hills Resources to observe their Scott SCBA compressor. A visit was also conducted at a Burnsville Fire Station to observe their Bauer SCBA compressor. After putting all of the leg work together, the committee decided on the Bauer compressor. The main reason is for its proven compressor pump and reliability. It also was chosen due to its track record for reliability as well as ease of service to maintain it. Bids were obtained from two companies that included Alex Air Apparatus for the Bauer compressor and Municipal Emergency Services for the Scott compressor. These quotes are included along with this summary. Also as part of this process, a proposal was put together by Collins Electric for the installation of the compressor in Fire Station #2. As the City of Rosemount continues to grow, so must the equipment and resources within the Rosemount Fire Department. We must learn from the past and prepare for the future. Total project cost with the purchase and installation of the Bauer SCBA compressor totals: $45,245.00.
