Tree City USA award.
ISSUE
The time has come for the City Council to once again consider applying for our recertification as a
distinguished Tree City, USA. Tree City, USA is an award given to those cities that depict an honest and
active program to promote protection of our natural habitat and our trees.
Part of the attachment includes a work plan and a proclamation by the City of Rosemount identifying May
4, 2013 to be Arbor Day and the month of May to be Arbor Month. City staff worked to complete a
variety of programs including an Arbor Day program and tree give away, tree plantings and other nature
programs. This application for recertification indicates that we would like to continue with these types of
programs and others to promote tree planting and protection.
It is the Parks and Recreation Department's intent to join with the Commissions, Council and other
Departments to further enhance our policies relating to the preservation of our trees and to continue to
reforest the City.
BACKGROUND
Each year the City applies for recertification as a distinguished Tree City,USA, and proclaims the month
of May to be Arbor Month and a specific day in May to be Arbor Day.

FORESTRY WORK PLAN / CITY OF ROSEMOUNT
2013
The City of Rosemount celebrated its 21st annual Arbor Day celebration on
Saturday, May 4, 2013. The City along with Dakota Electric Association
purchased 180 bare root trees that ranged from 5' to 14' in height and up to
1" in diameter and were handed out to Rosemount residents. The Mayor
of Rosemount read the Arbor Day Proclamation. The City Council along
with a local Boy Scout pack commemorated the day by planting a
Kentucky Coffee which was donated by the Modern Woodman of
American Insurance Company. This year's Arbor Day Celebration was
once again well received by the residents and plans are in the works to
continue this type of celebration for 2014.
In 2012, the City of Rosemount was awarded a Community Forest Bonding
Grant from the Minnesota Department of Natural Resources. The amount
of the grant is $20,725 and its objective is to add diversity to the tree cover
on public property in anticipation of losing ash trees to Emerald Ash Borer.
In 2013, we continued to utilize this grant money and planted over 65
trees.
Rosemount has also been removing Ash trees in anticipation of the Emerald
Ash Borer problem. In 2013, 75 Ash trees were removed from parks and
another 38 were removed from boulevards.
City staff also relocated 38 trees from our nursery to various park
throughout the city. The majority of the trees were moved to create more
shade on playgrounds and the rest were used to replace dead or diseased
trees in the parks.
The city also allocated $1000 from the 2013 budget and another $1000
from the 2014 budget to purchase 40 trees to replenish our nursery.
Along with the above mentioned special projects, City staff also continued
with the maintenance of boulevard trees, which included trimming,
pruning, watering and mulching over 820 trees.
BUDGET ITEMS PERTAINING TO THE FORESTRY ASPECT OF OUR DEPT:
1. 50%Parks Forester Salary ($50,000) $25,000
2. Part time Summer Parks maintenance $10,000
3. Trees and Shrubs $10,709
