HomeMy WebLinkAbout20131217 CCM RM ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 17, 2013 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday,December 17, 2013 at 7:30 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan, Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk Domeier, Finance Director May, ,Director of Public Works/City Engineer Brotzler, Director of Parks and Recreation Schultz and Community Development Director Lindquist. The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated proposed to remove Item 6.k from the Agenda per the request of Fire Chief Schroeder. Motion by Droste. Second by DeBettignies. Motion to Adopt the Agenda. Ayes: 5 Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS 3.a. Acknowledgement of Award of Certificate of Achievement for Excellence in Financial Reporting Finance Director May provided a summary of the staff report. The City Council thanked the Finance Department for their work. CONSENT AGENDA Council Member Weisensel pulled items 6.i. LELS Police Unit,Labor Agreement 2014-2015 and 6.s. Receive Quotes/Award Contract-Test Well 16, City Project 416 for discussion. Motion by DeBettignies. Second by Shoe-Corrigan. Motion to Approve the Consent Agenda with removal of items 6.i., 6.k. and 6.s. a. Minutes of the November 19, 2013 Special Work Session Proceedings b. Minutes of the December 3, 2013 Regular Meeting Proceedings c. Bills Listing d. Budget Amendments (Resolution 2013-97) e. Approval of the 2014 Schedule of Rates and Fees (Resolution 2013-98) f. Declare Surplus Property—Police Department Ayes: DeBettignies, Shoe-Corrigan, Droste,Weisensel, Demuth Nays: None. Motion carried. 6.i. LELS Police Unit, Labor Agreement 2014-2015 Council Member Weisensel pulled the item for public information about the raises within the agreement. City Administrator Johnson provided information about the wages,uniform allowance and family health care coverage included in the contract. Discussion was also held about the impact of the wage increases on the median value home. Council Member Shoe-Corrigan requested that staff explain the changes to the health insurance coverage. Mr.Johnson explained the formula for calculating the premium for family coverage. Motion by Weisensel. Second by DeBettignies. Motion to Approve the Labor Agreement for the LELS Local#2 Collective Bargaining Unit for the Years 2014 through 2015 and to Authorize the Necessary Signatures. Ayes: Shoe-Corrigan, Droste,Weisensel, Demuth, DeBettignies Nays: None. Motion carried. 6.s. Receive Quotes/Award Contract-Test Well 16, City Project 416 Council Member Weisensel questioned the quote results being rather high compared to the cost of a homeowner drilling a well. Director of Public Works/City Engineer Brotzler stated he wasn't aware of the exact differences between drilling a municipal test well and a private homeowner well. Mr. Brotzler stated that if additional information was requested, he could bring back at a later meeting if the item were tabled. Council Member Weisensel preferred to table the item. Council Member Shoe-Corrigan stated she was OK with approving the well and receiving information on the process at a later date. Council Member Demuth requested additional information on the actual bid document. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS DECEMBER 17, 2013 Motion by Weisensel. Second by Demuth. Motion to table the action item to January 7, 2014. Ayes: Droste,Weisensel, Demuth, DeBettignies, Shoe-Corrigan Nays: None. Motion carried. NEW BUSINESS 9.a. Resolution Supporting MOVE MN Campaign City Administrator Johnson and Mayor Droste provided information about the MOVE MN Campaign. Motion by DeBettignies. Second by Shoe-Corrigan. Motion to approve the attached resolution supporting the MOVE MN Campaign. Ayes: Weisensel, Demuth, DeBettignies, Shoe-Corrigan, Droste Nays: None. Motion carried. (Resolution 2013-101) ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on Tuesday,January 7, 2014 at 7:00 p. m.
