ISSUE Staff would like to discuss two items with the City Council regarding the splash pad project. The first item is the final concept plan for phase one of the project. The second item is the possibility of working directly with our chosen equipment vendor,Vortex, on the purchase of the splash pad equipment. Discussion Item #1 —At the City Council work session on November 5,2013, the City Council reviewed three concept pans and provided staff with feedback and direction as to how we should proceed with the design of the final concept plan. The final concept plan is included with the packet for the City Council to review and provide feedback to staff.A few key discussion points regarding the splash pad include: .. Do we include the Water Journey feature? It is a new product that hasn't been installed anywhere else. Do we want to be cutting edge or be the guinea pig for a new product? b. Do you feel the proposed water features will meet the desires of the community, or Should we make a few adjustments to include additional overhead water features? C. Light Fixture Style? Do we want to have a historic look and continue the theme of the adjacent development south of park or would you prefer a more modern look that is a different and a unique design to set this area apart. Discussion Item #2—Vortex is an approved splash pad vendor when purchasing through two national purchasing cooperatives,Buy Board and the National Purchasing Program. By joining either of these two programs,we should be eligible to purchase equipment directly from Vortex. By doing this,we could bypass the pub*bidding process and having a subcontractor bid on the project and add a contractor's mark up to the price of the equipment. Staff is still researching this option,but would like to know if the City Council has any interest in purchasing through a cooperative buying program. If we choose to purchase the splash pad equipment through a purchasing cooperative,we would still need to bid out the remaining portions of the project which would include items such as electrical,grading,utility improvements, trails, shelter installation and landscaping. Staff would like to discuss these items with the City Council and receive feedback.
