a. Approval of the November 26, 2013, Regular Meeting Minutes

RECESS REGULAR PLANNING COMMISSION MEETING AND OPEN BOARD OF APPEALS
AND ADJUSTMENTS MEETING
a. TCC Materials Variance Request to Exceed the Maximum Height Requirement(14-
05-V)to allow the construction of a building with a height of 75 feet at 15051 Biscayne
Avenue which exceeds the maximum height allowance of 50 feet.
RECESS BOARD OF APPEALS AND ADJUSTMENT MEETING AND RE-CONVENE REGULAR
PLANNING COMMISSION MEETING.
b. City of Rosemount Request for Comprehensive Plan Guide Amendment(14-02-
CPA) to change the land use designation for the four lots on Cambrian Avenue from LDR-
Low Density Residential to DT—Downtown to allow development of a senior housing
complex.
c. Request for Planned Unit Development Final Site and Building Plan for Rosemount
Community Center and Armory Sign (14-03-PUD)initiated by City staff for the
Rosemount Community Center and Armory to replace the existing monument sign with a
new electronic message board and monument sign in excess of the Sign Code Section 11-8.
d. Flint Hills Resources Request for Interim Use Permit(14-04-IUP) to install
approximately 10 blast resistant tents used to provide a safe break area for contracted
workers.
e. SKB Environmental Request for Small Scale Mineral Extraction Permit Renewal
(14-06-ME) for 2014.
6. OLD BUSINESS
a. Northern Natural Gas Request for Essential Services Permit(13-34-ESP) to
construct a new natural gas branch line beginning at a new takeoff facility in the city of
Coates,Minnesota,and ending at the Flint Hills Refinery. This is a continuation of the
public hearing held on November 26,2013.
