ATTACHMENTS: Location Maps APPROVED BY: RECOMMENDED ACTIONS: Discussion BACKGROUND: At the January 7,2014 regular Council meeting,the Council authorized the preparation of plans and specifications for the 2014 Street Improvements, City Project 455. Council also requested additional information regarding the proposed improvements to 145th Street,median removal on 149th Street,and the option for trail improvements on Shannon Parkway. A map illustrating the project area and proposed improvements is also attached. STREET IMPROVEMENT OPTIONS: Shannon Parkway Trail: Two existing trail segments are located along the west side of Shannon Parkway; from Dearborn Path to 141St Street,and from Dander Court to Connemara Trail. Trail is also located along the east side of Shannon Parkway from 145th Street to Connemara Trail. A map of the existing and future trail segments is attached. The future trail identified in the Pedestrian Facilities Plan can be split into three separate segments along the west side of Shannon Parkway. These segments are from 141St Court to Dander Court, from Dearborn Path to 143rd Street, and from 143rd Street to 145th Street. The west side of Shannon Parkway contains fencing along the property lines. This will allow for a 4 to 5 foot boulevard and an 8 foot trail which is similar to the trail on the east side of Shannon Parkway. Due to existing grades, the segment from 143rd Street to 145th Street will require a large amount of grading work,large retaining walls, and tree removals. The cost to complete all three segments is $255,900. Below are the approximate costs for each of the independent trail segments. • 141St Court to Dander Court: $65,000 • Dearborn Path to 143rd Street: $30,000 • • 143rd Street to 145th Street: $160,900 G:\ENGPROJ\455\Council Items\20140121 CCSWS Improvement Options.docx The City annually budgets $125,000 for trail and sidewalk improvements. Two years of funding(2014 and 2015)would be necessary to fund the construction of the full trail segment along Shannon Parkway. Median Removal: 149th Street West Median removal on 149`"Street was proposed to be included with the project in response to resident feedback. At the Council meeting on January 7, 2014, additional information was requested from staff regarding the cost to remove the median. Median removal is estimated at$11,100;however,the cost to repair damaged curb in the median is $1,500. Therefore, the additional cost to remove the median is $9,600. 145th Street West: The proposed improvements to 145th Street West include the spot removal and replacement of settled and broken curb and gutter along with milling and repaving of the existing roadway across the railroad tracks. Based on Council discussion,this roadway segment is planned to be bid as an alternate and reevaluated when bids are received. SUMMARY: Staff is requesting feedback from Council regarding the preferred improvement options.
