RECOMMENDED ACTION: Motion to Approve a Resolution Authorizing Submission of
the City's 2015 Safe Routes to School Infrastructure Grant Applications for trail, sidewalk,
and crosswalk improvements near Shannon Park Elementary and the Rosemount
Elementary and Middle School campus.
SUMMARY
Staff request City Council authorization to apply for two Safe Routes to School grants. The Engineering
Department estimated the total costs for both projects at $266,250 (see project description below). Should
the City receive the grants, funds from the Safe Routes to Schools program would reimburse the City for
80 percent of the project costs. The City would be required to fund the remaining 20 percent of the
project costs estimated at$52,250.
BACKGROUND
In coordination with Dakota County and Independent School District (ISD) 196, staff recommends
applying for two Safe Routes to School grants. The proposed improvements were specifically identified in
the 2010 Safe Routes to School Plans for Shannon Park Elementary, Rosemount Elementary and
Rosemount Middle Schools. These applications have the full support of ISD 196 Superintendent Jane
Berenz, the principals of each school, the Dakota County Regional Chamber of Commerce and the
Rosemount Area Business Council. Furthermore, they are consistent with the City Council's Sustainability
goals as well as the goals of the Active Living chapter of the City's Comprehensive Plan and Pedestrian
and Bicycle Master Plan.
The first grant application is for $137,500 and would fund improvements near Rosemount Elementary and
Middle Schools. It calls for installation of an 8'wide sidewalk directly abutting the curb along 144`h Street
West from Chili Avenue to Cameo Avenue. The second grant in the amount of$128,750 would fund
improvements near Shannon Park Elementary School. It calls for construction of an 8'wide bituminous
trail connecting the City's existing trail along Shannon Parkway to the south side of the school campus and
an LED crosswalk sign at Evermoor Parkway and Greggs Circle.
Both projects would be located within City or School District property or existing public right-of-way.
However, the sidewalk along 144`h Street West would be located within the public right-of-way directly in
front of private residences. Should the City receive this grant, staff plans to conduct the typical public
process to engage and inform residents along this portion of 144th Street West about the project.
RECOMMENDATION
Staff recommends the City Council authorizes submission of two Safe Routes to School Infrastructure
Grant applications for trail, sidewalk,and crosswalk improvements near Shannon Park Elementary and the
Rosemount Elementary and Middle School campus. These projects have the full support of ISD 196 and
are consistent with the City Council's Sustainability goals as well as the Safe Routes to School,Active Living
and Pedestrian and Bicycle Master Plans.

ROUTESTO SCHOOL INFRASTRUCTURE GRANT APPLICATIONS FOR TRAIL,
SIDEWALK, AND CROSSWALK IMPROVEMENTS NEAR SHANNON PARK
ELEMENTARY, ROSEMOUNT ELEMENTARY AND ROSEMOUNT MIDDLE
SCHOOLS
WHEREAS,the federal Safe Routes to School program seeks to enable and encourage children to
walk and bicycle to school;make bicycling and walking to school a safer and more appealing
transportation alternative;and facilitate the planning, development and implementation of projects
and activities that will improve safety and reduce traffic, fuel consumption and air pollution in the
vicinity of schools;and
WHEREAS, Safe Routes to School Infrastructure Grants provide 80 percent reimbursement for
approved projects with the local governments providing a 20 percent local match;and
WHEREAS,the Federal Highway Administration (FHWA) requires that projects constructed with
federal transportation funds be operated and maintained for the useful life of the improvement and
that the use of right of way or property ownership acquired as part of the projects not be changed
without prior approval from the FHWA;and
WHEREAS, the City of Rosemount is the sponsoring agency for Safe Routes to School projects
detailed below and will operate and maintain these projects in conformance with FHWA under the
direction of the City's Public Works Quality Standards and Snowplowing Policy and Operating
Procedures documents;and
WHEREAS, the Rosemount Elementary and Middle Schools project would install an 8' sidewalk
directly abutting the curb along 144`''Street West from Chili Avenue to Cameo Avenue and a
crosswalk at Chili Avenue;and
WHEREAS, the Shannon Park Elementary School project would install an 8'wide bituminous trail
connecting the City's existing trail along Shannon Parkway to the south side of the school campus
and an LED crosswalk sign at Evermoor Parkway and Greggs Circle;and
WHEREAS, the proposed improvements were specifically identified in the 2010 Safe Routes to
School Plans for Shannon Park Elementary,Rosemount Elementary and Rosemount Middle
Schools;and
WHEREAS,the proposed improvements are consistent with the Active Living chapter of
Rosemount Comprehensive Plan as well as the City's Pedestrian and Bicycle Master Plan;and
WHEREAS,the proposed improvements are consistent with the City Council's sustainability goals;
and
WHEREAS, the Superintendent for Independent School District 196 and the principals of each of
the three schools fully support the grant applications.
NOW,THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
authorizes submission of the City' s 2015Safe Routes to School Infrastructure Grant applications for
Shannon Park Elementary,Rosemount Elementary and Rosemount Middle Schools.
