ISSUE The Port Authority has as one of their goals to visit the Downtown Businesses and property owners. Attached is a listing of the surveys we've received, the businesses that have not responded to overtures and the ones still to have a meeting. In several cases, for those surveyed, they were interested in some additional economic development information. It appears that businesses not visited have been difficult to contact or perhaps not interested in meeting. Businesses should help pay. Police and street crews are great.Thinks we need a business advocate in City Hall (lack of trust). Building dept. is most difficult. Need to work with businesses instead of quick"no" or"can't" answers. Get feeling that businesses are serving Govt- not Govt serving the people.Thinks attitude of City Hall is not customer service focused. If I had a choice, I would not go to City Hall. When winter is here,the small lots become so much smaller due to snow and we lose customers because there are no parking spaces available. Our employees try to park in the bigger lots in town and walk to work in the winter-that has now become an issue since we are unable to do that. Signs have been posted that they will be towed. Window signage is one thing that is not consistent throughout the town. Some businesses are allowed to have obnoxious neon signs and other businesses aren't allowed to have very tasteful professionally drawn and installed signage. I have been thinking about moving or expanding my business (new building?). Cannot seem to relocate due to regulations and availability of the land. Yarn Garage should have their parking spots slanted the other direction because the lot is too close to Hwy 3. There is reduced visa bility wheni n a vehicle on the alley/road between his building and Don Sinnwell's building when a car is parked in the first spot closest to 145th and also when a car is parked at 145th.The curb should be painted yellow. Signage-there should be a one-time$50 permit for every business own sign in town with a sticker from the city on it. Some signs are too low,there should be a minimum height or clearance. Why did his business have to get a handicap ramp when some of his neighbors do not have one? Do not want customers from Carbone's or Celt's to park in their lot. Those businesses should be telling their customers that they can park in the MVTA lot. Think the appearance of Shenanigan's parking lot is in poor condition and would hink the city could require improvements. City of Eagan has a very nice newsletter they send to their businesses. Other Comments/Concerns People have suggested that she move to Apple Valley,that the business climate is better there. It can be difficult to get onto Hwy 3 from her parking lot. I have nothing to compare to though I have found it fairly easy to communicate (with the City) and resolve issues to I think that is a bonus. Most buildings look okay-too many styles. Love the planters and street lamps. Not enough parking in some areas. We are fine here for now. Would love to see more retail. Street is congested during school hours (7:30am)on rainy or snowy days. The City is taking prime retail locations and forcing them into other uses that aren of helpful to a retail environment: the high density housing downtown; now moreu housing on the Genz-Ryan property;the industrial park, which could have been located farther from downtown, but instead was placed right on the corner of Hwy 3 and Cty Rd 42. Downtown should be primarily for retail, not residential and not commercial. There is no critical mass here; no synergy. The downtown should foster retail development.That draws customers and creates a cycle of success which drives businesses and that draws more customers, etc. Rosemount has lost that opportunity-Apple Valley now has the critical mass and will continue to draw even more retail activity of businesses and customers. The Downtown Redevelopment Framework is driving away businesses rather than developing them. The City is more concerned about the appearance of its businesses than their actual vitality. He is glad Genz-Ryan is torn down. Marathon is an eyesore. When a business is offered incentives to move to Rosemount, he would like the question asked "How many jobs will this bring to Rosemount?" Would like to see the Genz-Ryan property developed. Other,Comments/Concerns Nice to see police talking to businesses, not just sitting in their cruiser. City staff are good at promoting city businesses-staff don't just stay in their offices/out of touch. Despite trend to Cty Rd 42, doesn't want to relocate there; and would not be able to support two locations. There is enough traffic flow in downtown to support this business-although the general trend has been for retail customers to shop in Apple Valley. The Genz-Ryan property should be used to house a boutique type of business. Business owner considers himself very familiar with current proceedings and actions of the City concerning businesses in town. He is comfortable with, and supportive of,this relationship. He is familiar with the Downtown Framework and supports it. Given this generalized level of support, he did not feel it was necessary to proceed through the specific items of the questionnaire. He inquired as to the status of the new hotel being developed in the City. Business owner considers himself very familiar with current proceedings and actions of the City concerning businesses in town. He is comfortable with, and supportive of, this relationship. He is familiar with the Downtown Framework and supports it. Given this generalized level of support, he did not feel it was necessary to proceed through the specific items of the questionnaire. He inquired as to the status of the new hotel being developed in the City. Not nearly enough parking available for patients; no parking on the street and parking lot for office building is often full. Parking for patients is far and away the biggest concern of this business. Willing to relocate business to continue in operation; want to stay in or close to Rosemount; patient base is within a close radius. Aesthetics of downtown are very poor; too many gas stations and business fronts in need of repair. The City should prepare for more growth so that busineses have a larger potential market; add to infrastructure to prepare for that growth. Would appreciate the City acknowledging a business' longevity. Railroad tracks cut City in half; is there some way to relocate tracks or build an underpass for the portion running through downtown.
