ISSUE In the spring of 2013 the City Council directed staff to pursue bids to install blackout shades for the Steeple Center. The blackout shades would allow for Steeple Center users to host a variety of daytime events and performances without having the outside light impacting their use of the facility. Because of the unique architecture of the Steeple Center,many of the blinds will need to be custom made or have mechanical motors that raise and lower the blinds. The blinds that are located on the main level of the facility will be inset by hand versus the use of a blind that moves up and down on a track. There was limited space to work with due to the location of the heating system and the track system that will be used to show public art. Staff did share the project details with the Rosemount Area Arts Council (RAAC) and RAAC is supportive of the project.
