SUMMARY Applicant&Property Owner(s): City of Rosemount Parks and Recreation Department Location: 13885 South Robert Trail Area in Acres: 13 Acres Comp. Guide Plan Desig: P/I—Public and Institutional Current Zoning: P/I—Public and Institutional The applicant, the City of Rosemount Parks and Recreation Department, requests a Planned Unit Development (PUD) Master Development Plan with rezoning and final site and building plan approvals to allow replacement of the existing dynamic (electronic) pylon sign at the Rosemount Community Center (13885 South Robert Trail). Should the City approve the request, the applicant plans to replace the existing 98 square foot dynamic pylon sign with a new 182 square foot dynamic ground sign. Industry wide,improvements in technology and more competitive prices have made replacement of the existing dynamic sign more cost effective. Providing wayfinding information to the building as well as announcements, bulletins and messages for the community and the wide variety of events that occur on site is central to the operation of this facility. The Planning Commission and staff recommend approval of this request. PLANNING COMMISSION ACTION The Planning Commission held a public hearing to review this item on January 14,2014. After a presentation from staff,the Commission held a public hearing that produced no comments. The Commission had a general discussion about the sign and then voted to recommend the City Council approve the request. BACKGROUND The Rosemount Community Center was constructed in 1993-94 as a joint project between the City and the Minnesota National Guard. The permit for the existing dynamic pylon sign (see attached graphic)was approved in January 1998. The existing sign is 16' 10 1/4" high with a 7'by 14' (98 square foot) sign face. The electronic portion of the existing sign stopped functioning in 2009. The 140,000 square foot building sits on a 13 acre site and contains offices for the Parks and Recreation Department,ice arena,banquet facilities, classroom space and the National Guard. The Armory portion of the building serves as the headquarters and main command post for the 34`h Infantry Division of the Army National Guard,also known as the "Red Bulls." The community center portion of the building contains an auditorium, banquet hall,gymnasium,ice arena and several meeting rooms. Over the years the facility has hosted a wide variety of events including tournaments,trade and retail shows,community and family celebrations, seminars,business and public meetings, and countless weddings receptions. Details of the proposed dynamic ground sign are provided in the attached plan set. The proposed sign will be the same height (16' 101/4") and width (14'3") as the existing sign but includes a larger sign area. The sign face will include up to three sign panels totaling 182 square feet. The top panel will be a 61 square foot internally illuminated cabinet identifying the Rosemount Community Center. The middle panel will be a 78 square foot full color LED electronic reader board. The bottom panel will be a 43 square foot internally illuminated cabinet which may identify the National Guard Training Center. The proposed sign will be setback 11 feet from the site's eastern property line along South Robert Trail and have a masonry base made of natural stone similar to those used for the City's entry signs and at Fire Station 2. Planned Unit Development (PUD) Master Development Plan & Final Site and Building Plan The purpose of a planned unit development is to allow flexibility from the City's traditional development standards in return for a higher quality project. In this case, a PUD is necessary to allow replacement of the Community Center's existing dynamic pylon sign. This facility is a unique site with multiple tenants and entrances serving numerous activities and customers. As such, staff recommends developing a separate sign plan as allowed under Section 11-8-4.C.15 of the Sign Ordinance (PUD Sign Plans). The application of a PUD for the property is similar to what the City recommended and approved at DCTC. The current sign ordinance does not have the flexibility to recognize significant community developments which require additional signage and posting of information for the public.A PUD allows flexibility without altering the entire zoning performance standards which would impact all properties in the zoning category regardless of size or use. 2 Master Development Plan and Rezoning All applications for a planned unit development(PUD) must include both a master development plan with rezoning and final site and building plan. The Planning Commission and City Council shall base their recommendations and actions regarding a PUD application on consideration of the items listed below. The Planning Commission and City Council may attach such conditions to their actions as they determine necessary or convenient to better accomplish the purposes of the PUD. 1. Compatibility of the proposed plan with PUD ordinance and the goals and policies of the Comprehensive Plan. Finding: Development of a PUD sign plan is consistent with both the PUD ordinance and the goals and policies of the Comprehensive Plan. As mentioned above,Section 11-8-4.C.15 of the Sign Ordinance (PUD Sign Plans) specifically outlines the use of a PUD to establish an overall sign plan for larger and unique sites. In addition, the Community Facilities section of the Comprehensive Plan includes the goals of"Providing community facilities for all age groups" and"Providing municipal services that meet the needs of our growing population." 2. Effect of the proposed plan on the neighborhood in which it is to be located. Finding: With the exception of the deviations noted below, the proposed sign will be required to meet all other standards of the Sign Ordinance and should not have a negative impact on the surrounding neighborhood. 3. Internal organization and adequacy of various uses or densities, circulation and parking facilities, public facilities, recreation areas, open spaces, screening and landscaping. Finding: One goal of this sign plan is to consolidate signage into a location that will be most effective. This will result in improved messaging, organization, traffic circulation and way- finding at the facility. 4. Consistency with the standards of section 11-10-3 of this chapter pertaining to site and building plan review. Finding: The proposed sign plan meets or exceeds many of the standards of section 11-10-3 (Site and Building Design Review). A detailed review of each of the applicable items can be found in the Final Site and Building Plan review below. All PUD master development plan applications must include a rezoning to a specific PUD district. The Rosemount Community Center is located in the P/I—Public and Institutional district. Based on the proposed project and the existing P/I—Public and Institutional zoning and land use designation, the subject property should be rezoned to PI/PUD—Public and Institutional district PUD. Final Site and Building Plan According to Section 11-10-6,the purpose of the final site and building plan review is to insure compliance with the applicable sections of the City Code. Based on the review of these criteria provided below, staff finds the final site and building plan in compliance the applicable standards of the Sign Ordinance, subject to deviations allowed through the PUD. 3 With a few exceptions, the proposed ground sign complies with the City's standards for dynamic signs in the Public and Institutional district(see table below). The proposed sign meets the location,height, text size, display mode,display number and minimum display time standards. The proposed sign does not comply with the total size and dynamic display size standards. In exchange for deviations from the total size and dynamic display size standards, the applicant proposes a higher quality project through an increased setback as well as a more substantial and decorative sign base. The new sign is more consistent with the design elements found in the sign ordinance relating to shape (monument versus pylon) and materials. In addition, there is approximately 35' of right-of-way for South Robert Trail in front of the proposed sign making the total perceived setback 46' feet from the street surface or almost three times the height of the proposed sign. The sign ordinance requires ground signs to have a masonry base equal to at least 50% of the sign face. The proposed sign incorporates a natural stone base; 145% of the sign face or nearly three times that required by the ordinance. This more extensive and ornamental base will be similar to those used for the City's entry signs and at Fire Station 2. CONCLUSION The Planning Commission and staff recommend approval of the Planned Unit Development (PUD) Master Development Plan with Rezoning and the PUD Final Site and Building Plan applications to allow replacement of the existing dynamic (electronic) pylon sign at the Rosemount Community Center (13885 South Robert Trail). The replacement sign would meet or exceed the City standards for dynamic ground signs with the exception of the total size and dynamic display size standards. In exchange for deviations from the total size and dynamic display size standards, the applicant proposes a higher quality project through an increased setback and a more substantial and decorative sign base than the current condition. The City has approved similar PUD sign plans for other location including the Celtic Crossings shopping center and Dakota County Technical College. This recommendation is based on the plan submitted by the applicant and the findings made in this report. Request for Planned Unit Development Final Site and Building Plan for Rosemount Community Center and Armory Sign (14-03-PUD). City of Rosemount Parks and Recreation Department,requests a Planned Unit Development (PUD) Master Development Plan with rezoning and final site and building plan application to allow replacement of the existing dynamic (electronic) pylon sign at the Rosemount Community Center (13885 South Robert Trail). Planner Lindahl reviewed the staff report. Chairperson Powell asked who would be in charge of the information on the sign and whether or not there is already an electrical system in place. Mr.Lindahl stated the City, specifically the Parks and Recreation Department,would be the manager of the sign information. Senior Planner Zweber added that there is a conduit in place but the system will also have wireless capability. Commissioner Weber asked what the City would do with the third panel if the National Guard decided not to purchase that advertising spot. Parks and Recreation Director Schultz approached the Commission and stated that the City does not have any other plans for the third panel and will continue discussions with the National Guard in hopes they will be agree to be part of the sign. The public hearing was opened at 7:48p.m. There were no public comments. MOTION by Powell to Close the Public Hearing. Second by Weber. Ayes: 4. Nays: None. Motion approved. Public hearing was closed at 7:49pm.
