REGULAR MEETING PROCEEDINGS
JANUARY 21, 2014
CALL TO ORDER
Pursuant to due call and notice thereof a Regular Meeting of the Rosemount City Council was held
on Tuesday,January 21, 2014 at 7:00 p.m. in the Council Chambers at City Hall, 2875 145`'' Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan,
Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk
Domeier, Director of Public Works/City Engineer Brotzler,Director of Parks and Recreation
Schultz and Community Development Director Lindquist. The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Johnson stated there were no proposed changes.
Motion by Droste. Second by Shoe-Corrigan.
Motion to Adopt the Agenda.
Ayes: 5
Nays: 0. Motion carried.
PRESENTATIONS, PROCLAMATIONS AND ACKNOWLEDGMENTS
3.a. Public Works Quality Standards
Director of Public Works/City Engineer Brotzler provide a summary of the updated Public Works
Quality Standards and requested that Council approve the proposed revisions to the document.
Discussion was held about the maintenance of natural areas within the City. The City Council
thanked the Public Works employees for their snow removal efforts this season. Mr. Brotzler also
provided information on challenges of dealing with potholes per Mayor Droste's request. Further
discussion was held about snow removal with in the City. Mr. Brotzler provided information on the
feedback received on the changes instituted within the past couple years.
Council Members Weisensel requested that staff include the miles of paved trails and the OCI index
for street picture provided in the document. He also questioned the change in quality standards for
interior painting. Mr. Brotzler explained the changes within the timing for painting interiors of
buildings. Council Member Weisensel also wanted to revisit and clarify the mailbox picture. Mr.
Brotzler will change the wording for the distance from the curb.
Motion by DeBettignies. Second by Shoe-Corrigan.
Motion to Approve the Updated Public Works Quality Standards with subject changes per
conversation.
Ayes: DeBettignies, Shoe-Corrigan, Droste,Weisensel, Demuth
Nays: None. Motion carried.

Council Member Weisensel stated that staff did a great job on the presentation materials for item 6.j.
Council Member Shoe-Corrigan requested a paper copy of the document for the goal setting
sessions.

NEW BUSINESS
9.a. SKB Trust Agreement Amendment
City Administrator Johnson provided a summary of the staff report. Council Member DeBettignies
requested that the funds be tracked as a separate item in the CIP. Mayor Droste provided
information about the original trust documents from 1992. He believed the new amendment
constructed has merit.
Motion by Weisensel. Second by Shoe-Corrigan.
Motion to approve the attached resolution relating to the amendment of the SKB
Environmental Trust Agreement with the addition of segregating funds for tracking
purposes.
Ayes: Droste,Weisensel, Demuth, DeBettignies, Shoe-Corrigan

ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The City Council will hold its annual goal setting
sessions on Friday,January 24 from 4 p.m. to 10 p.m. and again on Saturday,January 25 from 7:30
a.m. to Noon in the Conference Room at City Hall,2875 145th Street West,Rosemount. The next
regular City Council meeting will be held on Monday, February 3 at 7:00 p.m. The change in date is
required due to the precinct caucuses scheduled for February 4.

ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was unanimously adjourned at 7:37 p.m.
