CALL TO ORDER
Pursuant to due call and notice thereof a special work session of the Rosemount City Council was

held on Tuesday, January 21, 2014 at 7:45 p.m. in the Conference Room at City Hall, 2875 145
Street West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan,
Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk
Domeier, Director of Public Works/City Engineer Brotzler, Assistant City Engineer Olson,
Community Development Director Lindquist and Director of Parks and Recreation Schultz.
DISCUSSION
2.A. 2014 Street Improvements Project

Assistant City Engineer Olson provided information related to the proposed improvements to 145

Street, median removal at 149 Street, and the option for trail improvements on Shannon Parkway.
Director of Public Works/City Engineer Brotzler provided additional information on the trail
location and construction costs. Mayor Droste did not think it made sense to do the lower section

on the west side between 143 and 145 Streets. Council Member Weisensel questioned lighting the
crossing. Discussion was held about the current locations of the lighted crosswalks and the cost to
provide options for crosswalk lighting. To date flashing crosswalk signs have been located at school
crossings and parks. It was determined to not expand the installation of flashing crosswalk signs to
other crosswalk locations at this time. Council Member Shoe-Corrigan did not support having gaps
in the trail. Mr. Brotzler suggested keeping that trail section on the map for a later date and time and
just do the two northern sections now. Council directed that the trail sections between Dander
strd
Court and 141 Court; and between Dearborn Path and 143 Street be included in the project.

Brief discussion was held about the median removal at 149 Street. Council Member Shoe-Corrigan
inquired about the costs to remove the median. After hearing about the current and future
maintenance issues associated with the median, City Council supported removing the median.

Further discussion was held about the 145 Street OCI ratings. Mr. Brotzler provided information

on the ratings and asked for Council clarification on whether or not to include the 145 Street
segment in the project. It was noted that the project could be bid as an alternate and eliminated
from the project at a later date. After debate about the condition of the road and possible future
projects, it was suggested that the segment not be included and bid at this time.
2.B. Draft Development Agreement – Steeple Center Senior Housing
Community Development Director Lindquist provided information about the draft development
agreement and process for moving forward on the project.
Discussion was held about the park dedication fees required. Council Member Shoe-Corrigan
suggested that all pay for the fee even though not all use the parks. She suggested they donate
money towards senior equipment at Central Park. City Administrator Johnson expressed concern
about demanding fees not supported by law from the developer. Council Member Shoe-Corrigan
stated the property was sold only for a $1 and the request was not significant. Staff provided other
updates on the project to date.

Discussion was held about the start date of November, 2014 and completion by December, 2015.
Council Member Weisensel concerned about that length. He wanted to know who picked the
November deadline. Ms. Lindquist explained that many variables may be involved but that the
developer was planning to submit applications within the next week.
Council Member Shoe-Corrigan requested that staff inquire if the developer would be willing to
install $20,000 in senior amenities at a nearby park to benefit residents. She agreed that the memory
care units would not be included in the park dedication fees.
Mayor Droste requested that staff provide monthly updates on the project. Ms. Lindquist noted
that the developer would be applying for Planning Commission approvals in the next week.
2.C. Steeple Center Shades
Director of Parks and Recreation Schultz shared the details of the project and requested direction on
how to proceed. Discussion was held on the types of shades and coloring. Discussion was held
about adding designs to the shades. The City Council supported moving forward with the purchase.
Mr. Schultz anticipated it would take 4-6 weeks for manufacturing and installation.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Shoe-Corrigan, the meeting was unanimously adjourned at 8:56 p.m.
