U I ATTACHMENTS: None APPROVED BY: p1 RECOMMENDED ACTION: Motion to Approve Wage Adjustments Increasing the Salary Ranges for Non-union Positions 2% for the Year 2014 Effective January 1, 2014 and a 2% Increase on January 1, 2015 and a .5% Increase on May 1, 2015; Approve the Funding Formula Change For Family Health Insurance for Non-union Employees; and Approve the Change in Holiday Language. ISSUE Approval of Non-Union Position Salary Ranges for 2014 with an increase of 2% effective January 1, 2014 and for 2015: a 2%increase on January 1, 2015 and a .5%increase on May 1, 2015. Also, approval of the funding formula change for family health insurance for non-union employees and approval of the change in holiday language. BACKGROUND Regular, full-time employees with the City of Rosemount fall into one of five groups: LELS Union (police patrol),LELS Supervisory Union (police sergeants),Teamsters Union (public works), AFSCME Union (general services) or non-union employees (supervisory or confidential positions). The pay adjustments for the four collective bargaining units are negotiated. The City Council has approved the LELS and LELS Sergeants contracts in the last three months. On this evening's agenda, Council is being asked to approve the AFSCME contract as well. The proposed settlement provides for a 2%increase in wages on January 1, 2014 and a 2%increase on January 1, 2015 and a .5%increase on May 1, 2015. Change in Non-Union Employee Policy Language INSURANCE BENEFITS Staff proposes changing the language in the Insurance Benefits Policy to align with the other bargaining group's settlements. Historically, the City has attempted to keep the majority of personnel policies and contract language similar for consistency and administration of practices and policies. In addition, these employees work side-by-side with AFSCME union members and have the same basic work schedules, conditions, and benefits. Staff recommends that this language be allowed for non-union personnel and have the policies read: Health Insurance: The City will pay 100% of the coat of single covcragc for an employee single insurance premium of a plan selected by the employer. For employees with dependents,tThe City will pay seventy-five percent 6r5(75%)_of the difference between the cost of the individual employee coverage and the cost of dependent covcragc.family insurance premium. HOLIDAYS Staff also proposes changing the Holidays to reduce the 12 hours of floating holiday time to 8 hours and instead of 4 hours on Christmas Eve day,make the entire day a holiday. The proposed change would be the same as in the AFSCME labor agreement which is being brought to Council this evening. Staff recommends that this language be approved for non- union personnel: 1/2 Day on Christmas Eve Day* Floating Holiday Twelve (12) Eight (8) Hours *When December 24th falls on a Friday, Thursday shall be the designated holiday. When it falls on a Saturday, Friday shall be the designated holiday. When it falls on a Sunday, Tuesday shall be the designated holiday. SUMMARY Staff is requesting the Council make a motion to approve the above mentioned increase in wages for non-union employees and a motion to make the above mentioned changes to the city policies language for non-union employees.
