Dwight Johnson, City Administrator 11),0 ATTACHMENTS: None APPROVED BY: RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the AFSCME, Local No. 3857 Collective Bargaining Unit for the Years 2014 through 2015 and to Authorize the Necessary Signatures. ISSUE The City of Rosemount and AFSCME,Local No. 3857 have negotiated in good-faith and have come to a tentative agreement. BACKGROUND Negotiations with the AFSCME union have been completed for a 2014 through 2015 contract. The Collective Bargaining Unit and City have reached a tentative agreement on the following items: Replace language to reduce floating holiday by 4 hours and shift to Christmas Eve Day off: ARTICLE 22—HOLIDAYS 10. One half(1/2) day on Christmas Eve Day. Wwhen Christmas EveDecember 24th falls on a Friday,Thursday shall be the designated holiday. When it falls on a Saturday, Friday shall be the designated holiday. When it falls on a Sunday,Tuesday shall be the designated holiday. Monday, Tuesday,Wednesday,Thursday; or four (4) hours of Floating Holiday when Christmas Eve falls on a Friday, Saturday or Sunday. 11. Christmas Day December 25 12. Twelve (12)Eight (8) Hours of Floating Holiday Change in the funding formula for family insurance coverage: ARTICLE 24- HEALTH INSURANCE 24.1 Group Health Insurance Full-time employees shall be eligible for health insurance based on the following: Employees without Dependents_ The EMPLOYER will pay 100% of the single premium cost of a plan selected by the EMPLOYER. Employees with Dependents_ The EMPLOYER will pay seventy-five percent (75%) of the family insurance premium. Sixty five percent (65%) of the difference between the cost of the individual employee coverage and the cost of dependent coverage. Employees not choosing dependent coverage cannot be covered at EMPLOYER expense for any additional insurance than the individual employee health coverage. Duration: Article 31. DURATION Two year contract: January 1, 2014 thru December 31, 2015. Wages: WAGE APPENDIX 2%increase on January 1, 2014. 2%increase on January 1,2015 and .5%increase on May 1, 2015. SUMMARY On March 13, 2014, the AFSCME members voted and approved these contract changes. Therefore,it is requested that Council approve the labor agreement for the AFSCME,Local No. 3857 Collective Bargaining Unit for the years 2014 through 2015 and to authorize the necessary signatures. 2
