CI Director ATTACHMENTS: Concept Plan, Recommendation Letter / and Bid Tabulations APPROVED BY oai RECOMMENDED ACTION: Motion to recommend the City Council receive the bids for the Splash pad construction and award the contract to the low bidder, Pember Companies Inc., for the base bid only. ISSUE The City of Rosemount's 2014 10 Year CIP Working Program includes funding for the construction of a splash pad in Central Park. The splash pad is to be located in the area of the east hockey rink in Central Park. The project was recently publicly bid. Bids were received for the project on Friday,March 7, 2014, and were opened and read aloud. There were a total of five prime contractors listed on the bidder list. A total of three bids were received. The bids were checked for mathematical accuracy and tabulated. The low bid was submitted by Pember Companies in the amount of$815,717.89 for the base bid improvements. The engineer's estimate for the base bid was $773,837.25. There were a total of 3 bids submitted,which were opened and read aloud. The bids were checked for mathematical accuracy and tabulated. The bid tabulation is attached for your reference and includes corrections to any mathematical errors. The low bid was submitted by Pember Companies, Inc. in the amount of$815,717.89 for the base bid improvements which is about 5%higher than the engineer's estimate. While most of the vast majority of items came in around or below the estimates,the electrical work was higher than anticipated. Some of this can be attributed to the ever-changing technology of desired LED lighting,controls, and copper prices.All bids submitted were within a very tight range resulting in a deviation of less than 1%. We recommend that the City of Rosemount award the contract to the low bidder, Pember Companies, Inc.,for the base bid. We suggest reserving the option to add any of the alternate bid items via change order if the budget allows. Please contact me to discuss any questions you may have.
