Minutes of the March 4, 2014 Special Work Session Proceedings ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS MARCH 4, 2014 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was th held on Tuesday, March 4, 2014 at 7:20 p.m. in the Conference Room at City Hall, 2875 145 Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan, Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk Domeier, Community Development Director Lindquist, Director of Parks and Recreation Schultz and Director of Public Works/City Engineer Brotzler. DISCUSSION 2.A. Review of Activity Center Floor Plans and Patio Community Development Director Lindquist provided an update on the proposed floor plans and patio. Council Member Demuth was concerned about the amount of glass and potential issues with the sunlight. Discussion was held about purchasing blinds. Staff will work with the architect to cover some windows but noted the curved area would be open and have natural lighting. Discussion was held about the proposed patio. Mayor Droste suggested the patio include decorative stone. Council Member Weisensel suggested adding an exterior fire place or a see through fire place. Ms. Lindquist explained that the patio is part of the livable communities grant. Further discussion was held about the oval area near the patio and the type of landscaping that could be done. The area will be tied into the patio area through retaining walls and landscaping. Brief discussion as was held about the linkage between the two buildings. Council Member DeBettignies wanted to ensure the space was heated. Ms. Lindquist stated that the City Council would be considering the plans and the developer agreement at the March 18 meeting. 2.B. Splash Pad Project – Central Park Improvements Phase 1 Director of Parks and Recreation Schultz provided information on the improvements. Discussion was held about a water feature and proposed plans. The City Council supported the improvements. Mr. Schultz stated the bids would be opened on Friday, March 7. 2.C. Update on Union Negotiations Assistant City Administrator Foster and City Administrator Johnson provided an update on the AFCSME and Teamsters union negotiations. Discussion was also held about the non-union salaries and benefits. For the City Council salaries they still supported the decision made at last work session. 2.D. Selection of Commissioners The City Council held discussion on the applicants and the positions available. After their debate, the City Council decided to move forward with the following appointments:  Don Harmsen – Utilities Commission ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS MARCH 4, 2014  Lincoln Tilson and Maureen Bartz – Parks Commission  Ryan Forster and Melissa Kenninger – Planning Commission  Bob Smith (3 year term) and Tom Luing (6 year term) – Port Authority Formal appointments will be made at the March 18 City Council meeting.
