Lo o ATTACHMENTS: Resolution, Map APPROVED BY: er RECOMMENDED ACTIONS: Motion to Adopt a Resolution Declaring Costs to be Assessed, Ordering the Preparation of Proposed Assessment, and Calling for Hearing on the Proposed Assessment for the 2014 Street Improvements, City Project 455 BACKGROUND The 2014 Street Improvement Project includes the mill and overlay and spot curb and gutter replacement on the following streets: • Shannon Parkway between 145th Street W and Connemara Trail (0.60 miles) • Covington Avenue between Dodd Blvd and 147th Street W (0.05 miles) • Crandall Avenue between 147th Street W and Upper 149th St W (0.20 miles) • Crestview Avenue between 147th Street W and Upper 149th St W (0.17 miles) • 147th Street W between Covington Ave and Crestview Ave (0.13 miles) • Upper 149th Street W between Crandall Ave and Crestview Ave (0.07 miles) • 149th Street W between Shannon Parkway and Crestview Avenue (0.04 miles) Additional items included with the project include: • Median removal on 149th Street, east of Shannon Parkway • New trail on Shannon Parkway at the following locations: o 141St Court to Dander Court o Dearborn Path to 143rd Street • Pedestrian ramp improvements • Patching on Connemara Trail • City striping on existing roadways Cost and Funding A summary of estimated project costs and proposed funding is provided below: G:\FNGPROJ\455\Council Items\20140415 CC Declare Costs Set PI I.docx Table 1 - Proposed Costs (includes overhead) Schedule A - Carrollton 2nd Addition Surface Improvements $175,187.16 Schedule B - Covington Avenue Surface Improvements $21,381.96 Schedule C - Dodd Boulevard Storm Sewer Improvements $123,394.50 Schedule D - Shannon Parkway Surface Improvements $253,373.64 Schedule E - Shannon Parkway Trail Improvements $70,027.20 Schedule F - Connemara Trail Surface Improvements $28,551.00 Schedule G - Pedestrian Improvements $27,520.22 Schedule H - City Striping Plan $49,932.86 Total $749,368.54 Table 2 - Proposed Funding Street CIP Fund $388,622.76 Storm Utility Fund $123,394.50 Trail&Sidewalk Improvement Fund $70,027.20 Street Maintenance Fund $28,551.00 Dakota County CDBG Funds $27,520.22 City Striping Fund $49,932.86 Special Assessments $61,320.00 Total $749,368.54 Table 3— Proposed Assessments Calculated Assessment Units Total Assessment Carrollton Td Addition $1,095 56 $61,320 SUMMARY Staff is recommending Council adoption of a resolution to declare the costs to be assessed, order the preparation of the proposed assessment, and set a public hearing for May 20,2014 at 7:00 p.m. or as soon thereafter as possible. 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2014 - A RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF PROPOSED ASSESSMENT, AND CALLING FOR HEARING ON THE PROPOSED ASSESSMENT 2014 STREET IMPROVEMENTS PROJECT, CITY PROJECT 455 WHEREAS, a contract has been let for the 2014 Street Improvements Project and the contract amount for such improvement is $630,418.17, and the expenses incurred or to be incurred in the making of such improvement amount to $118,950.37 so that the total cost of the improvement will be $749,368.54. NOW, THEREFORE, BE IT RESOLVED by the City Council of Rosemount,Minnesota: 1. The portion of the cost of such improvement to be paid by the City is hereby declared to be $688,048.54 and the portion of the cost to be assessed against benefited property owners is declared to be $61,320.00. 2. Assessments shall be payable in equal annual installments extending over a period of 10 years, the first of the installments to be payable with general taxes for the year 2015, and shall bear interest at the rate of 2% per annum above the interest rate paid by the City for its bonds from date of the adoption of the assessment resolution. 3. The City Clerk,with the assistance of the City Engineer shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece or parcel of land within the district affected,without regard to cash valuation, as provided by law, and she shall file a copy of such proposed assessment in her office for public inspection; and BE IT FURTHER RESOLVED by the City Council of Rosemount, Minnesota: 1. A hearing shall be held on the 20th day of May, 2014 in the Council Chambers at 7:00 p.m., or as soon thereafter as possible, to pass upon such proposed assessment, and at such time and place, all persons owning property affected by such improvement will be given an opportunity to be heard with reference to such assessment. 2. The City Clerk is hereby directed to cause a notice of the hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and she shall state in the notice the total cost of the improvement. The City Clerk shall also cause mailed notice to be 1 Resolution 2014- given to the owner of each parcel described in the assessment roll not less than two weeks prior to the hearings.
