Declaration of Surplus Property 4 ROSEMOUNTEXECUTIVE SUMMARY CITY COUNCIL City Council Meeting: April 15, 2014 AGENDA ITEM: Declaration of Surplus Property AGENDA SECTION: Consent PREPARED BY: Andrew J. Brotzler, PE, Director of P AGENDA NO. Works / City Engineer IfY/y - ATTACHMENTS: None APPROVED BY: RECOMMENDED ACTION: Motion to declare two Public Works items as surplus property and authorize staff to sell, send to auction, or dispose of accordingly. ISSUE Two Public Works items are being removed from use: a 1995 Caterpillar front-end loader, and a 2001 brake lathe with chuck kit. Staff is recommending both items be declared surplus property and sold, sent to auction, or disposed of accordingly. BACKGROUND Loader On March 3, 2014 the City Council authorized the purchase of new equipment in the Public Works Department. One of the units being purchased is a single-axle plow truck that will replace a 1995 Caterpillar front-end loader in the fleet. At this time, staff is requesting that the City council declare Loader 8421 as surplus property and authorize staff to solicit bids for the sale of the loader. The loader was purchased in 1995 for $168,516. The recommended minimum bid is $45,000. The solicitation for bids will be posted free of charge on the League of Minnesota Cities website. Brake lathe with chuck kit This item is no longer needed and will not be replaced. It was purchased in 2001 for $3,745. It was used for 10 years to grind/resurface brake rotors, drums and flywheels. Using the lathe to resurface four wheels takes several hours;it is more efficient and economical to purchase new rotors or have them done at a local auto shop. The lathe is currently taking up approximately 20 square feet of floor space in the mechanics garage that could be used for a storage cabinet or other machinery. At this time, staff is requesting that the City Council declare this item as surplus property and authorize staff to send it to auction or dispose of accordingly. SUMMARY Staff recommends the City Council declare the two Public Works items to be surplus property and authorize staff to sell, send to auction, or dispose of accordingly.
