ISSUE
Lennar Corporation has submitted a preliminary plat for the development of the former LaFarve property
located east of Bacardi Avenue and north of Bonaire Path. The property is 142.61 acres in size. There are
a number of wetlands and two pipeline easements which impact how much of the land can be developed.
The City's Parks Master Plan calls for a neighborhood park to be developed on this area. The Parks and
Recreation Commission discussed the development of this property in June and July of 2011. The
Commission indicated that they were interested in seeing a natural resource based park developed on the
south side of the lake.
The neighborhood park that has been identified to be located on the south side of Horseshoe Lake would
be developed with emphasis on natural resource based recreation, which is consistent with the City's 2008
Parks Master Plan. The park amenities to be considered during the updated park design should include
but not be limited to:
• Playground
• Sun shelter
• Fishing dock
• Trails
• Floating bridge connecting to the upland island
• On street parking
Included in the packet are two new park concept plans that were updated since Dakota County acquired
conservation easements and the City acquired the land where the easements were placed.
Staff would like to discuss the parks and provide feedback to the park planner.
