ISSUE Staff recently met with representatives (Dan McMenomy and Sue Nivala) from the Rosemount Veterans Memorial Walk Committee and asked that they meet with the Parks and Recreation Commission to discuss their updated plans. Included in the packet are the most recent concept plans that were submitted for the project and also a letter that was sent to Ed McMenomy Sr. regarding their new plans. Representatives from Veterans Memorial Walk Committee will be at the meeting to discuss the plans for the project. McMenomy Sr. writes (September of 2011), " I am 85 years old, and have spent most of my life in Rosemount. I am a U.S. Army veteran (1945-1946 Okinawa). I graduated from the University of Minne- sota law school in 1952, and practiced law in Rosemount and Hastings until the late 1990's. Since my retirement, I have tried to keep doing meaningful work. About five years ago I decided that I might be able to help my Country by working on a veterans memorial in Rosemount. With friends, I had two meetings with Flint Hills refinery about locating the memorial on the Koch Minnesota Trail. I have always believed that the trail runs through a `natural cathe- dral; and that a veterans memorial located there would enable us to show appropriate respect to our veterans. The people from Flint Hills encouraged me, and assured me of some support if the City of Rose- mount approved the project. We then set up a Minnesota non-profit corporation (Rosemount's Veterans Memorial Walk), obtained 501(C)3 approval from the I.R.S., and a written agreement from Rosemount approving the project guaranteeing per- manent maintenance thereof. I have con- tributed my time, and over $10,000.00 of personal funds to date. We are not using public money. The result will depend on contributions from patriotic Americans and from patriotic American business corporations. I pray for your success in helping us raise funds for this worthwhile project." Central Park does not have significant street frontage onto any of these streets with only two accesses, one onto South Robert Trail and one onto 145th Street West. Following Washington quote and providing continu- ity: a low concrete wall next to the walkway ---the liberty `vine' will start before the 1 st station, winding its way through all the stations --with incorporated concrete benches forming `leaves; (see right). The base of the wall will be planted with vines and memorial pavers will be featured along the walkway border and at all of the stations. Each of the eight stations will be connected to the continuous `vine but will also have their own identity, based on eight themes: Liberty, Freedom of Assembly, Freedom of Religion, Freedom of Press, Freedom of Speech, Civil Rights, Right to Bear Arms and Opti- mism. Meaningful quotes or text from the Consitu- tions Bill of Rights associated with each theme will be a part of each Rest and Reflection station. Liberty—alignment of trees (birch trees -pliable, malleable qualities) focusing on an elevated rest area with long vistas. 2. Freedom of Assembly—grid/grove of trees (flat/ level—equality) defines an assembly area adja- cent to the trail. 3. Freedom of Religion—a quiet introspective space is created with an earthen berm to comn- template the First Amendment to the Constitu- tion, "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof..' 4. Freedom of Press—hedgerows `marching' (rows of typeface) define the edges of space for an in- terpretive sculpture of this critical freedom. 5. Freedom of Speech—tall prairie grasses (waves of communication) form the backdrop for an amphitheather focused on a soap box stage. 6. Civil Rights—Diversity of plantings represent- ing diversity of cultures, partial quote from "I have a dream..' speech by Martin Luther King Jr. 7. Right to Bear Arms—windbreak (soldiers protecting and defending) "...necessary to the security of a free state ... shall not be infringed..' 8. Optimism—oak trees (trunks covered with protective lime and yellow pigment to recall the yellow ribbons tied around oak trees as a symbol of support for troops). ROSEMOUNT'S VETERANS LIBERTY MEMORIAL WALK I ROSEMOUNT, MN • The Memorial Walk sees Liberty as a living entity that needs a light source (freedom of expression) to thrive. Freedom of expression encompasses freedom of assembly, speech, press and religion. As a result large scale sustainable light sources will be provided at each station; (path of safety and enlightment; guiding us along life's journey). Concept examples for the sustainable light source include: Solar Flower Petal Street Lamps by Philips (shown open and closed) and Lovegrove's Solar Trees shown in Vienna 2007. The Rosemount Parks and Recreation Commission recently discussed the Veterans Memorial Walk Project and your request to find a replacement for you. It is the Commission's and City Staffs understanding that because you have formed a Committee for the project that your Committee would find replacement members as people finish their time on the Committee. This is similar to how other community committees such as Leprechaun Days, Haunted Woods Trail, and a variety of booster clubs operate. With regards to the most recent plans for the development of the Veterans Memorial Walk Project, the Parks and Recreation Commission has questioned why the project has changed from its original focus of highlighting the different branches of the military to focusing now on liberties, freedoms and civil rights. I would recommend that you or your represenative plan to attend a future Parks and Recreation Commission meeting to discuss the proposed changes to the Veterans' Memorial Walk Project. I think it would be best for your Committee and the Parks and Recreation Commission to agree to what the updated plan will include. We should then take the plan to the City Council and update the agreement that the City and the Rosemount's Veterans Memorial Walk entered into back in September of 2009.
