RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Bids and Awarding
the Contract for the TH 3 Turn Lane Improvements, City Project 456.
BACKGROUND:
On Friday,April 25, 2014, seven bids were received for the TH 3 Turn Lane Improvements Project and
read aloud publicly. The low bidder is Pember Companies, Inc. who submitted a base bid in the amount
of$290,868.92. The low base bid amount of$290,868.92 is 6.9% lower than the estimated construction
cost of$312,567.35.
This project involves the construction of a right turn lane located on Trunk Highway 3, south of Lower
1476 Street. Improvements associated with the construction of a right turn lane include removal of the
existing curb and sidewalk, relocation of storm sewer and street lights, and construction of the right turn
lane.
It is anticipated that the utility and roadway improvements will be complete by the end of June 2014.
SUMMARY:
Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract
for the TH 3 Turn Lane Improvements Project, City Project 456.

RESOLUTION 2014 —
A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR THE TH 3 TURN LANE IMPROVEMENTS PROJECT
CITY PROJECT 456
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. All bids on construction of the TH 3 Turn Lane Improvements Project are hereby received
and tabulated.
2. Based on the Base Bid, the bid of Pember Companies, Inc. in the amount of$290,868.92 for
the construction of said improvements is in accordance with the plans and specifications and
advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits
made with their bids, except that the deposit of all successful bidder and the next two lowest
bidders shall be retained until a contract has been executed.

Bids were received for the above-referenced project on Friday, April 25,2014, and were opened and
read aloud. Seven bids were received. The bids were checked for mathematical accuracy and
tabulated. Please find enclosed the bid tabulation indicating the low bid as submitted by Pember
Companies, Inc. of Menomonie, WI, in the amount of$290,868.92. The Engineer's Estimate was
$311,342.35.
We recommend that the City Council consider these bids and award a contract in the amount of
$290,868.92 to Pember Companies, Inc. based on the results of the bids received.
