ISSUE Staff working with Elert&Associates has solicited quotes from various vendors to install fiber in the Rosemount Business Park. The fiber would be installed within existing right of way and will be available for individual building use. There is enough fiber being installed to permit future expansion of the Park. The decision was made that at this point, the fiber would owned by the City which means it's an open system. This allows multiple providers to use the fiber,potentially for a fee. The building owner would contact with the provider who would provide service over our public system. An open system will also require installation of a small utility building to house the individual company racking. Staff is continuing to explore proposals for the building and assorted site improvements. The building will be located near the well house along Boulder Avenue. PROJECT The quotes for the project were based upon plans drawn up by Elert&Associates. The intent was to connect the city system to the County system and install fiber within the right of way to the new fiber building. The building would house racking for individual providers and would be sized to accommodate future development in the park. Unfortunately the County is not prepared to allow private vendors on the public system at this time. They have just commissioned a study that would address that topic and the study is estimated to be complete by November 2014. In the meantime, our consultant has indicated that there are some providers in the area that may be able to hook into our system,when constructed. This would allow some fiber potential without waiting for the County process. Future County connection timing for our fiber project is dictated by the presence of excess TIF and the July date for expenditure. At this time, staff is recommending approval of the base quote M&P for $83,475.76. Staff will be working with individual building owners to obtain a right of entry which would permit a contractor to install the individual services from the public fiber in the right of way to their building. Staff will then execute a contract for the service connections of all property owners wishing to participate. It is assumed the cost will be similar to what is reflected in the alternate bids although there may be some mobilization fees and not all property owners may wish to participate. Staff has also received an estimate for the building and work associated with its installation. The estimate is $42,000. Staff is proposing to use TIF funds for the service connections and the building work. Given the timing for project completion and the estimated cost of the alternates and building work, staff would not be bringing these portions of the project back for further Council consideration. Staff recognizes that the project has increased in cost from that originally predicted however, the scope of the project has also increased. The public fiber project cost has remained the same at $80,000. But the opportunity to serve the individual buildings and desire to have an open public system has increased the cost. Funding is available to complete the work and still fulfill other high priority projects such as the turn lane on Hwy 3 to serve the Genz Ryan site. With the fiber project, the turn lane project, and the supplemental payment to CDA for the 46 house purchase, the majority of the TIF funds will be expended. Remaining dollars will be allocated to the railroad crossing/sidewalk project along 1456 Street, as initially indicated to the Port Authority and City Council in late 2013.
