Intern v•1t ATTACHMENTS: STAR Communities Point Update APPROVED BY: c RECOMMENDED ACTION: Update SUMMARY To date staff has completed a preliminary assessment of 22 of the 48 objectives producing an estimated score of 181 out of 705 total points. These points are illustrated in the attached Point Update. Please note that these scores are not the total that may be earned within each Objective, as staff is still working through the numerous items in the framework. Rosemount's ultimate score will be based on final review by STAR Communities staff. The current estimated score is 91%of the way to a 3 star rating (200 points) and 45%toward a 4 star rating (400 points). There are approximately 40 additional points we expect to earn that just need to be documented,in that a quick review has been completed, but the documentation requirements of STAR have not been fully completed. At present,it doesn't appear that a 4-STAR rating is within reach at this time. As a reminder, there are well over 500 opportunities for points. There are 48 Objectives derived from 8 Goal Areas. Within each of the 48 Objectives, there are 1 —4 Outcomes and about 10 Local Actions. Outcomes can account for 70% to 100% of points in an Objective,while a maximum of 70% of points in any specific Objective may be earned through successful completion of Local Actions. Objectives are fairly easy to assess,we either do it or not. If not, staff looks at the Local Actions,which generally take more time to document. The majority of Rosemount's points to-date come from five of the eight Objectives: Built Environment (41), Economy and Jobs (34), Education,Arts and Community (42), Health and Safety (33) and Natural Systems (29). Generally, the City is projected to earn approximately 30% to 40% of the available points in each of these categories. Resilient Communities projects are expected to assist with Climate and Energy, Equity and Empowerment, and Natural Systems objectives. Additional assistance for assessing Climate and Energy objective could come from Regional Indicators Initiative data expected by mid-summer. At present, Rosemount's lowest scores are in the areas of Climate and Energy (8) and Equity and Empowerment (2). As mentioned above, it's anticipated that results from the Resilient Communities and Regional Indicators Initiative projects could assist with the Climate and Energy objectives. STAR Communities reports the Equity and Empowerment objective has been the most challenging to complete for the Pilot communities. It assesses the areas of civic engagement,human rights, environmental justice and poverty largely beyond the influence of a community the size of Rosemount. Staff continues to work with the CAP (Community Action Partnership) Agency, Dakota County and others to evaluate the extent of these issues within Rosemount. CONCLUSION The staff is about 60%done with the evaluation of the STAR Communities benchmarking exercise. However, the ones completed have been the more easily obtained information; the low hanging fruit. It will take more work to review the remaining portion of the program and detail documentation.
