WORK SESSION PROCEEDINGS
APRIL 8, 2014
CALL TO ORDER
Pursuant to due call and notice thereof a regular work session of the Rosemount City Council was
th
held on Tuesday, April 8 at 6:30 p.m. in the Conference Room at City Hall, 2875 145 Street West,
Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan,
Weisensel and Demuth attending. Staff present included City Clerk Domeier, Assistant City
Administrator Foster, Chief of Police Werner, Director of Public Works/City Engineer Brotzler,
Fire Chief Schroeder and Community Development Director Lindquist.
DISCUSSION
2.A. HealthEast Ambulance Service
Representatives of HealthEast were in attendance to provide information on the 2013 YTD Report
including call response times and other important issues. Discussion was held about response times,
call volumes and dispatching. HealthEast will provide more information on the last quarter of 2010
information. Council Member Weisensel questioned if there is a goal to drive down the response
times. HealthEast staff stated they are constantly looking at call volume versus resources.
2.B. Pedestrian Bridge Options – Bacardi Avenue Street and Utility Improvements, City
Project 452
Director of Public Works/City Engineer Brotzler provided an overview of the proposed bridge
options. Discussion was held on the decision options and costs. The City Council preferred
moving forward with the steel truss bridge.
2.C. City Hall Roof Replacement
Director of Public Works/City Engineer Brotzler provided a summary of roof replacement options.
Quin reported that the denting and impact from hail – it starts going through the pre-finished metal
and cause rust and open seals between joints. Discussion was held about the public bidding process
and the reason for hiring an architect. Council directed staff to come back with options for green,
champagne and bronze roof options with different color options for the stucco surfaces. Staff will
bring back options at an upcoming work session.
UPDATES
3.A. Green Corp Intern
Council Member Demuth provided information on the Green Corp interns. Community
Development Director Lindquist provided staff’s feedback on the Star Communities initiatives. She
preferred to be able to focus on a background. She recommended working on an application next
May after the resilient communities’ project has started. Council Member Weisensel requested more
feedback on how Dakota County uses the interns. Staff will pursue the initiative next May.
3.B. Senior Housing
Community Development Director Lindquist stated that the developer is planning to keep the link
to the Activity Center. She stated the developer is asking for an exterior delivery drop off area
across from the middle school. Mr. Brotzler talked about meeting the request of the developer and
covering the concerns of the area. Council Member Weisensel concerned about sidewalk by the
pull-off area and we may want heavy duty concrete so they don’t rip up the streets.

3.C. City Council Travel – Conference Registrations
City Clerk Domeier reviewed the options for upcoming conferences. Council Members will notify
Ms. Domeier before May 1 if they plan to attend the LMC Conference. Council Member Weisensel
will plan to attend the NLC Leadership Conference in the fall. Council Members Weisensel and
Shoe-Corrigan plan to attend the NLC Conference in November.
3.D. Updates from City Council and Staff
Assistant City Administrator Foster provided an update on the Youth Commission recruitment.
The City Council decided to hold interviews on May 6 beginning at 5:30 p.m.
Ms. Foster requested that any changes to the Citizen Survey be emailed to her before 4:30 on April
11.
Brief discussion was held on the status of the Senior Housing Project, Activity Center, CDA,
Velocity and the Buxton proposal.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Demuth, the meeting was unanimously adjourned at 9:40 p.m.
