SUMMARY
John Powell has served on the Planning Commission twice, first from 2003 to 2006 and second from 2010
to 2014, and served as the Chair from 2011 through 2014. Mr. Powell has been a valuable asset to the
Commission. During his tenure on the Commission, the City approved many significant projects
including the Large Scale Mineral Extraction Ordinance and Mineral Extraction Permits for Dakota
Aggregates;approved the UMore AUAR; updated the Downtown Zoning standards and Wetland
Management Plan; and reviewed the development of the former Lafarvre property twice. His leadership
during this period of economic recovery was extremely beneficial as his knowledge about engineering,
development and municipal issues assisted Commission decision-making.
The City Council and staff would like to thank Mr. Powell for serving his community and helping to shape
a better future for Rosemount.
