WORK SESSION PROCEEDINGS
MAY 13, 2014
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on
Tuesday,April 13, 2014 at 6:30 p.m. in the Council Chambers at City Hall, 2875 145th Street West,
Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe-Corrigan and
Demuth attending. Council Member Weisensel was absent. Port Authority Commissioners present
included Wolf,Luing and Smith. Planning Commissioners present included Kenninger, Husain and
Forster. Staff present included City Administrator Johnson, City Clerk Domeier, Community
Development Director Lindquist, Senior Planner Zweber,Planner Lindahl and Economic
Development Intern Hadler.
DISCUSSION
2.A. Maxfield Research Market Study Presentation
Mary Bujold provided marketing information about Rosemount and the market study in conjunction
with the South Gateway task force work. Discussion was held on various data provided.
UPDATES
2.A. STAR Communities Project Update
Economic Development Intern Hadler provided an update on the project. Discussion was held
about the point evaluations and the process for obtaining points. Further discussion was held on
the various categories.
2.B. Flint Hills
Community Development Director Lindquist provided information about recent purchasing and
expansion at Flint Hills. She provided information on issues of staff's concern. Mayor Droste
provided information about recent meetings. Ms.Lindquist talked about the heavy industrial uses in
comparison to what was discussed during the Comp Plan Amendment. Council Member Shoe-
Corrigan talked about the limited tax base and suggested bringing in other governmental units to
discuss the tax impacts. She suggested fording other refineries in the U.S. and determine how they
deal with the tax impacts and if buffering to other uses is included. Ms. Lindquist talked about
potential fees that could be imposed based upon the changes to the site. She suggested the City
Council have policy discussions on the processes moving forward. Further discussions will be held
within the next several months.
2.C. Joint Meeting with Parks Commission
Council Member Demuth suggested having a guided tour with a naturalist. Director of Parks and

Recreation Schultz suggested meeting in June or July. Discussion was held about the various parks
and open spaces that the group could visit. Suggested locations include Jaycee Park, Splash Pad and
Carrolls Woods.
2.D. Park Name
Director of Parks and Recreation Schultz provided an update on the Park Commission's
recommendation of inviting the public to name the park. Mayor Droste suggested waiting to name
the park until UMore renames its properties.
2.E. Updates from City Council and Staff

City Clerk Domeier stated that Candidate Filing starts May 20 and ends June 3 at 5:00 p.m. The
candidate withdrawal period ends June 5 and 5:00 p.m.
Director of Parks and Recreation Schultz p rovided information on the open house park meetings
held on May 21. The meetings are posted on the City Council calendar.

Council Member Shoe-Corrigan provided information about the Rosemount Historical Society's
swing dance event. Council Member Demuth provided an update on Leprechaun Days fundraising
and events. Council Member DeBettignies will be attending the RHS military event. Mayor Droste
provided information about the Yellow Ribbon Volunteer Event and the Resilient Communities
event. Further discussion was held on the hotel status, the activity center status and senior housing
plans, and splash pad.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Shoe-Corrigan,the meeting was unanimously adjourned at 9:12 p.m.
