Brotzler, PE, Director of Public AGENDA NO. ,-� Works / City Engineer ATTACHMENTS: Resolution; Map; Letter of APPROVED BY Recommendation; Bid Summary RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Bids and Awarding the Contract for the Bacardi Avenue Street & Utility Improvements, City Project 452, subject to the City's receipt of the signed Development Agreement and satisfactory Letter of Credit, from Lennar for Bella Vista 2nd Addition, by 4:30 p.m. on June 11, 2014. BACKGROUND: On Friday,March 21, 2014, five bids were received for the Bacardi Avenue Street&Utility Improvements Project and read aloud publicly. The low bidder is Ryan Contracting Co.who submitted a bid in the amount of$2,661,604.50. The low bid amount of$2,661,604.50 is 29.8%lower than the estimated construction cost of$3,792,988.40. Bacardi Avenue is currently a gravel road and is identified in the Comprehensive Plan as a minor collector roadway. This construction project will extend Bacardi Avenue north from Bonaire Path to the future intersection with 130th Street West. The proposed improvements include the construction of Bacardi Avenue as a three lane urban minor collector including the installation of water main, sanitary sewer, storm sewer, concrete curb &gutter, and the construction of approximately 2,600 linear feet of new roadway with bituminous trail. It is anticipated that the Bacardi Avenue utility and roadway improvements will be complete by the end of the 2014 construction season. Bituminous wear course, final striping, and final restoration items are scheduled to be completed in the spring of 2015. The Bacardi Avenue Street and Utility Improvements Project will be partially funded by the developer of Bella Vista,Lennar. At this time, the developer has not submitted the signed Development Agreement and Letter of Credit. Conditional approval of the contract is contained in the resolution. SUMMARY: Staff recommends that Council adopt the attached resolution receiving the bids and awarding the contract for the Bacardi Avenue Street&Utility Improvements Project, City Project 452. All bids on construction of the Bacardi Avenue Improvements Project are hereby received and tabulated. 2. Based on the Base Bid, the bid of Ryan Contracting, Inc. in the amount of$2,661,604.50 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted. 3. The Mayor and Deputy City Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount, conditioned upon the City's receipt of the signed Development Agreement and satisfactory Letter of Credit, from Lennar for Bella Vista 2nd Addition, by 4:30 p.m. on June 11,2014. 4. The Deputy City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of all successful bidder and the next two lowest bidders shall be retained until a contract has been executed.
