RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the Teamsters,
Local No. 320 Collective Bargaining Unit for the Years 2014 through 2015 and to Authorize
the Necessary Signatures.
ISSUE
The City of Rosemount and Teamsters,Local No. 320 (Public Works) have negotiated in good-faith and
have come to a tentative agreement.
BACKGROUND
Negotiations with the Teamsters union have been completed for a 2014 through 2015 contract. The
Collective Bargaining Unit and City have reached a tentative agreement on the following items:
ARTICLE 16.2—COMPENSATORY TIME ACCUMULATION AND USE
16.2 Employees are allowed to accrue compensatory time to a maximum of forty eighty (80) hours
at any given time. Combined accumulation of compensatory time off and vacation will not exceed
vacation maximum plus forty (40) hours. Compensatory time off must be approved by the
EMPLOYER who will take into consideration staffing requirements.
Replace language to reduce floating holiday by 4 hours and shift to Christmas Eve Day off,
(effective 1-1-2015).
ARTICLE 19 —HOLIDAYS
19.1 Holidays shall be as follows:
1. New Year's Day 7. Veterans' Day
2. Martin Luther King Day 8. Thanksgiving Day
3. President's Day 9. Friday after Thanksgiving Day
4. Memorial Day 10. Christmas Day
5. Independence Day 11. Twelve (4-2) Eight (8) Hours of Floating Holiday
6. Labor Day 12. One half(1/2) day on Christmas Eve Day.
*When December 24th falls on a Friday.Thursday shall be the
designated holiday. When it falls on a Saturday. Friday shall be the designated holiday. When it falls on a
Sunday,Tuesday shall be the designated holiday. a holiday falls on Monday, Tuesday,Wednesday,
Thursday or Four (4) Hours of Floating Holiday when Ckristtnas Eve falls en a Friday, Saturday or
Sunday.
Change in the funding formula for family insurance coverage.
ARTICLE 29 - GROUP INSURANCE BENEFITS
29.1 The EMPLOYER shall pay one hundred percent (100%) of the single insurance premium
co3t of cmploycc coverage of a plan selected by the EMPLOYER.
29.2 The EMPLOYER shall pay seventy five percent (75%) sixty five percent (65%)of the
difference between the co3t of single employee coverage and family insurance premium coverage.
ARTICLE 34- CLOTHING ALLOWANCE
34.1 The annual clothing allowance (including boots) in both 2012 and in 2013 2014 shall be
five hundred forty fifty five dollars ($540555.00) and in 2015 shall be five hundred seventy dollars
($570.00).
ARTICLE 39. DURATION
Two year contract: January 1, 2014 thru December 31, 2015.
APPENDIX A—WAGES
2%increase on January 1,2014.
2%increase on January 1,2015 and .5%increase on May 1, 2015.
SUMMARY
On May 21, 2014, the Teamsters members voted and approved these contract changes. Therefore,it is
requested that Council approve the labor agreement for the Teamsters,Local 320 Collective Bargaining
Unit for the years 2014 through 2015 and to authorize the necessary signatures.
