The low bid was from Valley Paving, Inc. in the amount of$630,418.17. Based on the low bid of$630,418.17, the updated estimated project cost is $749,368.54,which includes indirect costs. This amount is approximately 1.99% less than the previously estimated project cost of $764,600 included in the feasibility report. Costs associated with the project will be funded by the Street CIP Fund, Storm Utility Fund,Trail and Sidewalk Improvement Fund, Dakota County CDBG, City Striping Fund, Street Maintenance Fund and Special Assessments as indicated in the following page. Below is a listing of the public meetings: • Informational Open House: December 5, 2013 • Public Improvement Hearing: June 3, 2014 • Assessment Hearing: June 3,2014 ASSESSMENTS In accordance with the City's Schedule of Rates and Fees for 2014, the assessable rate for overlay projects on existing streets is 35% of the surface improvement cost. The final proposed assessment rates are $1,095 per single-family unit,which is 7.2%less than the estimated assessment of$1,180 from the feasibility report. SCHEDULE Construction is expected to begin in June, 2014 and be substantially complete by August 30, 2014. A more detailed schedule will be provided prior to construction. 2 SUMMARY Staff will provide an overview of the project and respond to questions that Council or the public may have regarding the proposed project and assessments. Staff recommends that Council adopt the attached resolution ordering the project, the resolution adopting the assessment roll, and the resolution receiving the bids and awarding the contract for the 2014 Street Improvement Project, City Project 455. 3 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2014 - A RESOLUTION ORDERING THE PROJECT 2014 STREET IMPROVEMENTS PROJECT CITY PROJECT 455 Feasibility Report on January 7, 2014 for City WHEREAS, the City Council has received and accepted the e ty p J ry ty Project 455, and WHEREAS, the City Council held a Public Hearing on June 3, 2014. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of the 2014 Street Improvements Project, City Project 455. May, Deputy City Clerk CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2014 - A RESOLUTION ADOPTING THE ASSESSMENT ROLL FOR THE 2014 STREET IMPROVEMENT PROJECT CITY PROJECT 455 WHEREAS, pursuant to notice duly given as required by law, the City Council has met, heard and passed upon all objections to the proposed assessment for the 2014 Street Improvement Project, City Project 455, and has amended such proposed assessment as it deems just. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Rosemount, Minnesota, as follows: (1) Such proposed assessment in the amount of$61,320.00, a copy of which is in Clerk's File dated June 3, 2014, is hereby accepted and shall constitute the special assessment against the lands named therein, and each tract of land therein is hereby found to be benefited by the proposed improvement. (2) Such assessments shall be as follows: a) The assessments shall be payable in equal annual installments extending over a period of ten (10) years, the first of said installments to be payable with general taxes for the year 2014, collectible with such taxes during the year 2015. b) To the first installment shall be added interest on the entire principal amount of the assessment from October 31, 2014 until December 31 of the year in which such installment is payable. The interest rate shall be set at either 4.35% per annum or 2 points above the City's bond rate at the time the assessments are certified to Dakota County Property Taxation & Records, whichever is less. To each subsequent installment, when due there shall be added interest for one year at said rate on the unpaid principal amount of the assessment. c) The owner of any property so assessed may at any time prior to the certification of the assessment or the first installment thereof to Dakota County Property Taxation & Records, pay the whole of the principal amount of the assessment on such property with interest accrued to the date of payment to the City Treasurer, except that no interest shall be charged if the entire assessment is paid by October 31, 2014; and such property owner may at any time prior to December 31 of any year pay to Dakota County Property Taxation & Records the entire principal amount of the assessment remaining due with interest accrued to December 31 of the year in which said payment is made. Pay ment must be received and posted at the County by December 31;postmarks will not be accepted. (3) On October 31, 2014, the City Clerk shall transmit a copy of this assessment roll to Dakota County Property Taxation&Records to be extended on the tax list of the County. All bids on construction of the 2014 Street Improvement Project are hereby received and tabulated. 2. Based on the Base Bid, the bid of Valley Paving, Inc. in the amount of$630,418.17 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted. 3. The Mayor and Deputy City Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount. 4. The Deputy City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of all successful bidder and the next two lowest bidders shall be retained until a contract has been executed.
