BACKGROUND:
Each year, as part of Dakota County's 5-year Transportation Capital Improvement Plan development,
cities are asked to submit letters of comment, request and support for projects as part of Dakota County's
Transportation CIP. Attached for Council review and discussion is a draft letter to be submitted to
Dakota County by June 30, 2014.
SUMMARY:
Staff is requesting Council input and direction on this letter.

RE: Dakota County 2015-2019 Transportation Capital Improvement Program
Dear Ms. Anderson:
As requested, the City of Rosemount would offer the following comments and requests for projects
as part of Dakota County's 2015-2019 Transportation Capital Improvement Program.
1. CSAH 73 (Akron Avenue) — Bonaire Path to Inver Grove Heights
Based on the uncertainty for the timing of development along this portion of CSAH 73
(Akron Avenue), the City supports the programming of improvements for this portion of
CSAH 73 (Akron Avenue) for 2018. The City understands that this modification is
considered a placeholder for the project and that in the event development occurs prior to
this time, Dakota County will work with the City to identify funding for a project sooner.
Furthermore, the City understands Dakota County's desire to improve CSAH 73 (Akron
Avenue) sooner than 2018. The City will work with Dakota County in 2014 to determine
the feasibility of maintaining the programming of this project for 2018 and possibly
advancing the project to 2017.
2. CSAH 42/TH 52 Interchange Project
The City of Rosemount continues to support the CSAH 42/TH 52 Interchange Project and
Dakota County's efforts to secure additional funding. This is a high priority project for the
City and as such, the city will continue to work with Dakota County for the advancement of
this project.
3. CSAH 73 Corridor Study
The City of Rosemount supports the development of a corridor study for CSAH 73 north of
CSAH 42 and north of Cliff Road in the City of Inver Grove Heights. This is based on the
identification of CSAH 73 as a primary north-south corridor through the L More property
north of CSAH 42.

4. CSAH 42/Business Parkway/Biscayne Avenue/149th Street
The City has completed the construction of 149th Street between Business Parkway and
Biscayne Avenue. As discussed, 149th Street will serve as a frontage road connection
between Business Parkway and Biscayne Avenue to facilitate the direction of local future
commercial traffic to the intersection of Biscayne Avenue and CSAH 42,identified to be
signalized in the future. The city supports the continuation of discussions with Dakota
County for the following to be considered for addition to the City and County CIP for a
future year:
• Reduction of CSAH 42/Business Parkway access from full to three-quarters;
• Combined with the installation of a signal system on CSAH 42 at Biscayne Avenue;
• And, combined with the determination of County funding
participation/reimbursement for a percentage of the City's cost to construct 149th
Street.
5. CSAH 42/CSAH 73 Intersection and Traffic Control Review
With the residential growth and development along CSAH 73 north of CSAH 42 combined
with existing traffic generated from Dakota County Technical College and athletic facilities,
it is requested that Dakota County review the existing traffic conditions at this intersection
for justification of a future signal system. This review would also include the two DCTC
accesses on CSAH 42 where several crashes have been noted over the past several years.

inclusion of local agencies with the development of Dakota County's 5-Year Transportation Capital
Improvement Program.
