Administrator ATTACHMENTS: Resolutions APPROVED BY: 04) RECOMMENDED ACTION: Motion to approve the attached resolutions establishing an Absentee Ballot Board in the City of Rosemount SUMMARY Election Judges on an Absentee Ballot Board are authorized to receive,examine,validate, and count absentee ballots. Two judges of opposing political parties work together on the preliminary accepting and rejecting of absentee ballots. With the change instituted this year which does not require a reason to vote via absentee ballot,it is anticipated that a large number of voters will vote by absentee ballot. Therefore, staff would recommend having the board established to begin the preliminary accepting and rejecting of absentee ballots prior to Election Day. The absentee ballots include military and overseas ballots submitted pursuant to the Uniformed and Overseas Citizens Absentee Voting Act ("UOCAVA"). These absentee ballots which are accepted by Dakota County may not be able to be scanned by the ballot tabulator and must be duplicated. The City of Rosemount must authorize the Dakota County Absentee Ballot Board to duplicate the UOCAVA absentee ballots prior to delivery to the City if requested by the City. Staff recommends delegating the duty of duplicating military and overseas absentee ballots when necessary to the Dakota County Absentee Ballot Board. RECOMMENDATION Approve the attached Resolutions. I:\Jean Karin\Clerk Items\20140617 CC Approving Absentee Ballot Board docx CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2014 - A RESOLUTION ESTABLISHING AN ABSENTEE BALLOT BOARD WHEREAS, the Absentee Ballot Board shall consist of a sufficient number of election judges trained in the handling of Absentee Ballots and appointed as provided in Minnesota Statutes Sections 204B.19 to 204B.22; WHEREAS, the Absentee Ballot Board Election Judges shall meet and take receipt of all return absentee ballot envelopes from the City Clerk at Rosemount City Hall; and WHEREAS, two or more Election Judges shall examine and process said absentee ballots pursuant to Minnesota Statutes Chapter 203B. NOW,THEREFORE BE IT RESOLVED, that the City of Rosemount hereby establishes an Absentee Ballot Board pursuant to Minnesota Statutes Section 203B.121 Subd. 1 for the purpose of processing absentee ballots cast by Rosemount citizens. ADOPTED this 17th day of June, 2014 by the City Council of the City of Rosemount. William H. Droste,Mayor ATTEST: Jeffrey May, Deputy City Clerk CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2014 - A RESOLUTION ESTABLISHING AN ABSENTEE BALLOT BOARD FOR THE PURPOSE OF ACCEPTING UOCAVA ABSENTEE BALLOTS WHEREAS, pursuant to Minnesota Statute 203B.05, Dakota County has designated the City of Rosemount to administer absentee ballots on behalf of the County; and WHEREAS, Minnesota Statute 203B.121 requires the governing body of each municipality with responsibility to accept and reject absentee ballots to establish an absentee ballot board;and WHEREAS, accepted military and overseas (UOCAVA) absentee ballots that are not able to be scanned by the ballot tabulator must be duplicated; and WHEREAS, the Dakota County Absentee Ballot Board may duplicate accepted UOCAVA absentee ballots prior to delivery to the municipality if it is delegated to do so by the municipality. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby establishes an Absentee Ballot Board to perform the duties prescribed in Minnesota Statute 203B.121; and BE IT FURTHER RESOLVED, that the Dakota County Absentee Ballot Board is delegated the duty of duplicating military and overseas absentee ballots when necessary prior to delivery to the city.
