to Request Recertification of the Quiet Zone
ISSUE:
City staff requests Council authorization to mail the attached letter to request recertification of the quiet
zone with the stakeholders listed below.
• Federal Railroad Administration (FRA)
• Union Pacific Railroad (UPRR)
• Canadian Pacific Railroad (CPRR)
• Progressive Railroad
• Dakota County
• Minnesota Department of Transportation
• Rosemount/WSB &Associates
BACKGROUND:
Rosemount's quiet zone was officially established on January 6, 2012. The quiet zone is located at all
roadway crossings between 160th Street and Akron Avenue. To establish the quiet zone, the City
completed safety upgrades at several roadway crossings within this corridor so that the quiet zone area was
deemed safer with the safety improvements than with trains blowing their horns at the crossings.
The City is required to submit a request to recertify the quiet zone with all stakeholders every 2.5 to 3
years. The recertification provides verification that the City is within compliance with federal regulations
and provides updated information regarding traffic counts,number of trains, changes to infrastructure, etc.
The request for recertification also provides verification that the roadway corridor remains safer with the
added safety improvements compared to trains blowing their horns.
The letter requesting recertification of the quiet zone has been attached for Council review.
SUMMARY:
Staff recommends Council authorization to submit the attached letter to request recertification of the quiet
zone.

Dear Ms. Strang:
Notice is hereby provided that the City of Rosemount,Minnesota,is updating a 24-hour Quiet Zone
established January 6, 2012,pursuant to the regulatory provisions contained in Title 49 of the Code
of Federal Regulations,Parts 222 and 229 Use of Locomotive Horns at Highway-Rail Grade
Crossings;Final Rule. This notice affirms that the Supplementary Safety Measures (SSMs) and
Alternative Safety Measures (ASMs) implemented within the quiet zone do continue to conform to
the requirements of Part 222, appendices A and B. This update to the Quiet Zone was mailed to all
parties in accordance with regulatory provision 222.47(b)(1) of the Final rule.
In addition,updated Crossing Inventory Information sheets for each at-grade crossing within the
24-hour Quiet Zone is attached to this letter.
With no further improvements or additional SSMs or ASMs, this 24-hour Quiet Zone has a Quiet
Zone Risk Index level that is below the Risk Index With Horns.
Crossings Site Survey
On April 17,2014, a site survey was conducted at the five at-grade railroad crossings in the
established quiet zone corridor. Data gathered during the site survey was compiled and used to
update the Crossing Inventory Information sheets and the Quiet Zone Calculations which are
attached with this letter.
Operating Railroads
The following railroads currently operate over the crossings within the proposed quiet zone:
• Union Pacific Railroad
• Progressive Railroad
• Canadian Pacific Railroad
Current Rail Crossings
A total of five public at-grade rail crossings are located within the quiet zone corridor. All crossings
within the quiet zone are under the jurisdiction of the City of Rosemount or Dakota County.
