Parks and Recreation Commission Regular Meeting: June 23, 2014
ISSUE
With the development of the splash pad in Central Park, there is a need to relocate the two outdoor ice
rinks that were in the park. Staff identified moving one rink to Jaycee Park and the other to Bloomfield
Park. The two rinks would be placed in the areas that had previously been used for a pleasure rink. These
two park locations already have electrical for the lights, ample parking spaces and winter ice rink
operations.
Earlier this summer, electrical work had started at Jaycee Park so the lights could be relocated from Central
Park. A resident living near Jaycee Park called staff to ask more about the project. A few residents also
attended a City Council meeting and provided comments to the City Council regarding their concerns
about the proposed relocation of the rink to Jaycee Park.
Due to the concerns raised by residents, staff held two neighborhood meetings on Wednesday, May 21 to
discuss the placement of new rinks at Jaycee and Bloomfield Parks.
Ten residents attended the Jaycee Park neighborhood meeting. A number of people from this
neighborhood had concerns regarding the placement of another permanent outdoor ice rink in the park.
There were concerns about the loss of open space in the spring, summer and fall, the addition of more
lights and light poles to the park, drainage of the existing rinks, and about the new rink being intrusive to
the neighbors. There was one resident there who was in support of the rink being added to Jaycee Park.
The neighbors who were not in support of the rink being added to Jaycee Park are asking the City not to
put the rink there or to place a temporary rink in the park for the winter months only. Staff will have cost
estimates for a permanent rink and a temporary rink at the meeting on Monday.
The meeting for the Bloomfield Park neighborhood attracted three residents. The residents from the
Bloomfield neighborhood did not have any concerns about the relocation a rink to Bloomfield Park. The
meetings notes from both meetings are included in the packet.
Staff would like for the Commission to discuss this item and provide a recommendation to the City
Council regarding the placement of a rink at Jaycee Park.

Meeting notes from the Jaycee Park Neighborhood meeting May 21, 2014
• The pleasure rink at Jaycee gets a lot more use than we estimated.
• Except for when there is organized hockey activity in the hockey rink, there is usually not
enough casual use to support a good pickup game. The hockey rink is just not that well used
and the site does not really need another hockey rink.
• RAHA uses the rink on Mondays, Tuesdays, and Thursdays but had lots of cancelled practices
this past winter due to extreme cold or too much snow.
• Our goal was to have good ice from Mid -December through President's day
• One comment was that a new rink would be a lot of expense to construct a permanent structure
for this short season when the open space could be used for other things year round.
• This space is versatile and usable because it is an open area.
• This space is also appreciated because it is available to drop in park users, even when the shelter
building has been reserved and is in use.
• Someone asked if the rink structure could be removed in the spring to maintain this open space.
• There was discussion about using one of the rinks at Jaycee as an off leash dog park. Other
cities are considering this summer use for some of their rinks.
• One guest spoke in favor of building the new rink and suggested that we try to develop street
hockey or other warm season uses for the rinks so that it got more year round use.
• There was a question about using it as a skate park during the summer. Staff said this was a
possibility but explained that in-line skating use of paved rinks was a short lived fad and is no
longer popular.
• There was a suggestion for using a paved rink for pickle ball. This may be a good summer use
for a rink but neither of the rinks at Jaycee Park would be paved.
• Guests were reminded that while the hockey rinks are being removed from Central Park, we still
plan to maintain a free skating rink there.
• There were several comments about how the suggested placement of the new rink felt
"intrusive" and there was a comment about the possibility of pucks flying into adjacent yards or
into the proposed free rink north of the new rink. It was pointed out that it was very unlikely
that any pucks could be hit far enough to reach private property.
• There were comments about the kind and placement of lights. There was a suggestion that we
look for ways to reduce the number of light poles or look at their placement to ensure the
minimum of "Spill light".
• There was a comment that the lights would not be all that intrusive if they went off at 9:00 each
night, especially since the existing rink is already lighted.
• We discussed possible landscaping options but there was concern about creating too much
privacy that might conceal mischief makers. There was interest in well placed and maintained
shrubs.
• Some residents described already existing problems with drainage and say they get a lot of
runoff water from the park flowing into their yards.
• Mayor Droste asked it this might not be a good location for a rain garden.
• Several guests thanked staff and said they appreciated the opportunity to meet do discuss the
project and looked forward to the opportunity to compromise on the placement of the new
rink.
• Residents said that a seasonal rink would be a good compromise. They liked the idea of "A rink
that disappears in the summer"
Someone asked how the decision about what to do with the rink will be made. Staff explained
the process, saying the Parks Commission will discuss this and make a recommendation to the
City Council who will decide the ultimate fate of the proposed rink.
City council members DeBettignies and Weisensel said we would use the contact information
from the meeting sign in sheet to contact participants.
Meeting Notes from the Bloomfield Park Neighborhood meeting May 21, 2014.
There were only three people from the Bloomfield neighborhood at the meeting and there was
really no opposition to the new rink. The only concern was the close proximity of the rinks to
each other and asked if we could extend the rink end fencing to minimize the chance of pucks
flying from one rink to the other.
• Similarly, one of the guests commented about the concern of pucks hitting people using the trail
along the parking lot. But when we explained the distance from the south end of the rink to
that trail, her concerns were put to rest.
