Works / City Engineer , ATTACHMENTS: Resolution; Letter of Recommendation; APPROVED BY: Bid Tabulation RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Bids and Awarding the Contract for the City Hall Roof Replacement BACKGROUND: In August 2013,the City Hall roof sustained significant hail damage during a severe storm that passed through the south metro area. The city has attained the professional services of CNH Architects to manage all aspects of the roof replacement project. The advertising for bids was authorized by City Council on July 1,2014. On July 29,2014, three (3) bids were received and read aloud publicly. The low bid is from John A. Dalsin&Son, Inc. with a base bid of $214,000. The two alternates included in the bid package are: • Alternate 1 —spray foam insulation at the gable end- $16,500 • Alternate 2—rigid insulation at the east clerestory-$3,500 With the alternates included, the total contract amount is $234,000. As noted in the attached recommendation letter, CNH Architects strongly recommends including both alternates in the final contract. The base bid amount of$214,000 will be paid through insurance; the $20,000 cost for the alternates will be paid with building maintenance funds. SUMMARY: Staff recommends Council receive the bids and award the contract for the City Hall Roof Replacement. All bids on construction of the Rosemount City Hall Roof Replacement Project are hereby received and tabulated. 2. Based on the Base Bid and Alternates 1 and 2, the bid of John A. Dalsin&Son, Inc. in the amount of$234,000 for the construction of said improvements is in accordance with the plans and specifications and advertisement for bids, and is the lowest responsible bid and shall be and hereby is accepted. 3. The Mayor and City Clerk are hereby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount. Recommendation Based upon the information included therin,we are recommending that the City Council take action on the following items: 1. Award the contract for construction of the Rosemount City Hall Roof Replacement to John A. Dalsin Construction for the amount of$234,000 which is the total of the base bid and alternates#1 and#2. Background The public bid opening for this project was held on Tuesday,July 29,at City Hall. A total of three bids were submitted, opened individually, and then read out loud to those that were in attendance. All of the bids that were received were considered responsive bids. Upon receiving these bids, CNH Architects conducted a post bid"interview"with the low bidder, John A. Dalsin Construction. We have determined that this bidder has a complete and responsive bid, and that this company is a qualified roofing contractor for a project of this scope. The total contract amount to be awarded to John A. Dalsin Construction is as follows: Base Bid $214,000 Alternate#1 $ 16,500 Alternate#2 $ 3,500 Total Contract $234,000 CNH Architects is recommending the acceptance of alternates#I and#2 for installing insulation at P:\Projects\2014\14017\4-Bidding\Recorrmendation to Award Contract.doc areas of the roof overhang and roof to wall construction based on the data shown in the thermal imaging study done by Braun Intertec. This study showed significant localized heatloss at these specific locations which pointed to gaps and under-insulated areas in the original construction. The insulation systems included in these alternates would be required to meet building codes if built today. Since this insulation cannot be installed in the future without removing the standing seam roofing panels at the facias, CNH Architects recommends doing this work at this time. While a payback period for energy savings is not easily quantified with the information available, our professional opinion is that insulation work will result in sufficient energy savings to pay for itself over the life of the new roof.
