Minutes of the August 11th Special Work Session ProceedingsROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS AUGUST 11 , 2014 CALL TO ORDER Pursuant to due call and notice thereof a special work session of the Rosemount City Council was held on Monday , August 1 1, 2014 beginning at 6:30 p.m. in the Council Chambers at City Hall, 2875 145 th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe -Corrigan, Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk Hadler , Finance Director May, Parks and Recreation Director Schultz, Public Works Director Brotzler, Fire Chief Rick Schroeder , and Scott Engelmann, Secretary for the Rosemount Relief Associ ation . DISCUSSION 2.A . Outdoor Ice Rink Relocations Parks & Recreation Director Schultz gave summary of options for relocating the ice rinks that were removed from Central Park due to the building of the splash pad. One rink will be relocated in Bloomfield Park. The other was planned to be moved to Jaycee Park. Some neighbors had concerns about this move, so Parks & Recreation Departmen t held a neighborhood meeting to discuss with and get input from residents. Staff is now looking for input from Council about which system of rink boards to install based on costs and benefits of each. Options include non - permanent and permanent solutio ns. Rob Graham, a neighbor near Jaycee Park, was in attendance and stated how he and many of the neighbors appreciated Parks & Recreation Director Schultz’s efforts, the transparency of the planning process, and their ability to give input. He encouraged staff and Council to choose a non - permanent solution. Discussion arose regarding the solutions and Council was generally agreeable to Director Schultz’s recommendation of the nonpermanent solution with netting . Director Schultz stated this did not need to come before Council again as it would go through the City’s purchasing policy. 2.B . 2015 Budget City Administrator Johnson introduced two modifications to the 2015 Budget. First is a proposed add of $15,000 to the police budget for shared electronic crimes investigation unit with Dakota County and Dakota County . cities. Second, Finance Director Jeff May has reviewed salaries and benefits and was able to deduc t $45,000 from that budget item due to the changes in staff in the past few months. These items allow for a net savings to the budget of $30,000. The resulting proposed levy increase is 2.56%, with a tax impact on a median value home of $32 per year. Discussion moved to the Fire Pension. Administrator Johnson presented spreadsheets to illus trate the various scenarios which may allow the City contribution to the pension fund to decrease over time, while increasing the benefit to firemen. Relief Association Secretary Engelmann and Fire Chief Schroeder answered questions from Council. Discuss ion revolved around these options, influences, pros, cons, recruitment, and retention, training pay, and what other cities are doing. Staff will use discussion points to bring further recommendations to Council at a later date. 6.b . ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS AUGUST 11 , 2014 A special work session m ay be scheduled for August 26 th to further di scuss budget issues and work toward a preliminary levy. Budget discussion moved to pavement maintenance. Questions about PCI index and how that influences the budget, the use of asphalt over concrete, and the age of streets ensued. Public Works Director Brotzler answered questions and indicated that a more co mplete discussion will occur at a future work session . UPDATES City Administrator Johnson will initiate h is annual review process. Council members gave updates on their Night to Unite experiences. Parks & Recreation Director Schultz gave updates on Parks. New soccer fields at Flint Hills should be ready in a couple weeks. Tennis courts should be done by the end of August. Lights on Splash Pad will be installed in the next two weeks or so. Splash Pad wi ll most likely shut down mid - September. City Administrator Johnson stated Resilient Communities program is ramping up. Mayor Droste asked that Council be given monthly updates on Resilient Communities as it moves forward.
