Minutes from September 9th Regular Work Session ProceedingsROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS SEPTEMBER 9 , 2014 CALL TO ORDER Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on Tuesday , September 9 , 2014 beginning at 6:3 2 p.m. in the Conference Room at City Hall, 2875 145 th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Shoe -Corrigan, Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Clerk Hadler , Community Development Director Lindquist, Chief of Police Scott, Parks and Recreation Director Schultz, Public Works Director /City Engineer Brotzler, and Assistant City Engineer Olson . Guests included WSB Engineers Mike Rie f and Andrea Azary, as well as Wally Johnson, Mark App el baum, Link Wilson, Alba Nowlin, and Emily Zimmer. DISCUSSION 2.A . Update on Steeple Center Projects Wally Johnso n gave an update on the senior h ousing p roject at the Steeple Center . Construction costs are higher than what was originally expected. There are not as many contractors interested in bidding on the project. Planning and design also took longer than proj ected. They have multiple lenders who have submitted letters of intent. Mayor Droste asked if there are plans to coordinate w i th the City’s activity c enter from a contracting standpoint. Community Development Director Lindquist replied there would only be w i th the excavating and paving. Council Member Weisensel asked what time commitments the City has made to the activity center project. Community De velopment Director Lindquist replied that we have not given any timeframe. Discussion continued regarding winter building conditions, contract obligations , and other planning issues. Investor Mark App el baum discussed some marketing opp ortunities at the Steeple Center. 2.B . Concrete Paving Assistant City Engineer Olson discussed the pros and cons of utilizing concrete in pavement. Mike Rei f from WSB added to the explanation as to the physical attributes of concrete. Discussion between Council, Staff and WSB engineers included comparisons between concrete and bituminous pavements, cost differences, w hich streets are candidates for concrete, life cycle comparisons, cure times for concrete, winter road treatment effects , environmen tal and utility repair issues. 2.C . Pavement Management Program Update Assistant City Engineer Olson introduced WSB engineer Andrea Azary, who gave an introduction to the Overall Condition Index rating systems used to gauge the health of asphalt pavement. She described the pavement management philosophy of utilizing treatments like sealcoating and overlay to extend the life of the road. She illustrated the Pavement Management Program goals and 20 year budget scenarios. City Engineer Olson presented three options for budgeting representing no change, 2.5% budget increase and 5% budget increase, based on various road improvement projects and strategies . He also proposed a 5 -year capital improvem ent plan and a proposed schedule for the 6.b . ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS SEPTEMBER 9 , 2014 improvement for Danbury Way. Ms. Azary provided a n example comparison between costs of a concrete versus bituminous road project in another community. Discussion between Council, Staff and WSB engineers Azary and Rief, included comparisons with other communities, various current and former practices in road construction, and tax and assessment rates. Council members requested that staff provide a survey to Danbury Way residents to gauge support for that road improv ement project. 2.D . Event Security Park and Recreation Director Schultz gave a summary of a survey of other communities regarding security at events at which alcohol is served. The majority of communities who replied do require that there be a police officer at such events . Eagan, Maple Grove and Rogers now provide security through a security firm. Issues that arise at the events have been underage drinking, drinking in the park lot, and a domestic abuse case. The Ros emount Area Arts Council was concerned about a small event they held and were required to have an officer for a short event at a high cost. Schultz requested feedback from Council about the policy and whether it should be changed. Rosemount’s current pol icy is that at any event that includes the serving alcohol in a public building, a Rosemount Police Officer must be hired at a cost of $217dollars for 4 hours, with a minimum of 2 hours. Council member DeBettignies and City Administrator Johnson express ed interest in a program similar to Eagan’s which has a set of criteria that is applied to determine need for police presence . Other council members agreed. Chief of Police Scott recommended fairness and to not utilize a private contractor because if som ething happens, the police have to go there anyway . Further discussion included the usage of community buildings for eve nts and various policy options. Park and Recreation Director Schultz will draw up a policy to allow groups under 50 meeting for two h ours or less to be exempt from the requirement to hire a police officer for council consideration. 2.E . City Administrator Annual Performance Review The Council discussed the performance review for City Administrator Johnson. UPDATES City Administrator Johnson stated there was a request to flood the rink at Rosemount Middle School . Council and staff stated this was not supported . There will still be five rinks around town and the cost for the additional rink has not b een budgeted. City Administrator Johnson asked about rescheduling the November Work Session due to Veteran’s Day. Council preferred rescheduling to Monday the 10 th . ROSEMOUNT CITY COUNCIL SPECIAL WORK SESSION PROCEEDINGS SEPTEMBER 9 , 2014 Shoe -Corrigan stated there was an article about options for handicap options in Splash Pads. Parks and Recreation Director Schultz gave an update on a few items on the Splash Pad that are still being finished. The Splash Pad will be closed for the season this week. Demuth gave an update about a meeting she had attended at the watershed di strict. They have grant money available and the pond water irrigation concept may be eligible. DeBettignies stated he had heard of a community that had implemented an “adult playground”, with exercise equipment. Parks and Recreation Director Schultz asked about date options for the ribbon cutting at the Flint Hills Athletic Field. Color coating at Erickson Park tennis courts took place yesterday. Public Works installed a Little Free Library that was donated by a resident. Mayor Droste will be meeting with a Union Pacific Railroad CEO and will discuss real time rail car data and disclosure of items transport.
