Maintenance of City Owned Properties 4ROSELVIOUI\1F EXECUTIVE SUMMARY UTILITY COMMISSION Utility Commission Meeting: December 8, 2014 AGENDA ITEM: Maintenance of City Owned Properties AGENDA SECTION: Discussion PREPARED BY: Phil Olson, PE, Assistant City Engineer AGENDA NO. , ATTACHMENTS: Map APPROVED BY: RECOMMENDED ACTION: Discussion ISSUE As part of continued maintenance on City owned properties, the Utility Commission recently toured several sites to review specific issues as well as those common throughout the City's ponds. As a follow-up to the tour, staff would like a recommendation from the Utility Commission for which projects to move forward with next year. BACKGROUND Following is a summary of the issues for each location identified on the map. 1. Meadows of Bloomfield Pond: Removal of Volunteer Tree Growth The City is considering a pond maintenance policy to address the volunteer tree growth that is occurring in many ponds throughout the city. Recently, staff and the mayor met with a property owner at Meadows of Bloomfield Pond to review the volunteer tree growth in this area. While much of the volunteer tree growth identified is on City property or within drainage and/or utility easements, not all identified growth falls into these areas. Common issues observed include cottonwood trees which grow quickly and require routine maintenance either by cutting, ditch mowing, or applied ecological products to prevent overgrowth. It was also noted that some ponds in need of maintenance can only be accessed through private property and residents in the areas may react differently to both methods and extent of clearing. Potential Actions: 1. Clear volunteer tree growth around Meadows of Bloomfield pond this winter using city crews or a contractor. 2. Bacardi Avenue Trunk utilities have been installed within Bacardi Avenue and final grading is now occurring. Construction for the year is anticipated to be finalized by the end of the month. Roadway and trail installation will occur next spring. Wetlands along the project area were saved and include features to assist drainage into the Bella Vista development. Potential Action: None (Active project) 3. Well 16 Trunk water main and raw water main have been extended to the Well 16 site. Work will continue on the site pending council approval of the alternatives to resolve the radium issue found in the samples from the test well. Potential Action: None (Continued Council discussion) 4. Stillwell Pond Outlet It is proposed to install a permanent outlet to this pond to prevent flooding. The pond was pumped by city crews this year to prevent high water levels from flooding the home at 12785 Bacardi Avenue. Also, city crews spent over 30 hours of staff time pumping in 2011. An outlet is now possible with the recent improvements on Bacardi Avenue. The necessity of easements and construction costs of an outlet to Horseshoe Lake may potentially make pumping a better option until this stretch of Bacardi is improved. Dredging the pond was also a suggested option to alleviate drainage issues short term. Potential Action: Complete survey and prepare plans to provide an outlet from Stillwell Pond to the low point south of 128th Street. 5. McAndrews Road/Shannon Parkway Storm Outlet It is proposed to install a permanent outlet at the low point along the north side of McAndrews Road,west of Shannon Parkway. This area is subject to flooding and City crews have spent 40 hours of staff time pumping this last June to prevent flooding on McAndrews Road. The outlet pipe is proposed to be extended to the pond on the east side of Cobblestone Lane. A connection to Lift Station 6 along Shannon Parkway could help alleviate the flooding but it would cost more. Digging out catch basins was suggested along with involving the County to address the issue and request funding. Potential Action: Complete survey and prepare plans to provide an outlet from the low point of McAndrews Road near Shannon Parkway to the basin east of Cobblestone Lane. 6. Innisfree Park: Trail Replacement, Clearing, and Revegetation It is proposed to remove the volunteer tree growth and vegetation along the paved trails in Innisfree Park. The trees have damaged the paved trails and clearing is required prior to replacing the paved trail. Additionally,it appears that there are springs in this area that are causing water and 2 ice issues on the trail. Additional storm sewer or swales will be needed to repair these drainage issues. Currently the drainage issue is being considered by a group within Resilient Communities. Potential Action: None (This project will likely move forward as a trial improvement project) 7. Diamond Path Trail Replacement/Wensmann Pond Slope Clearing and Revegetation It is proposed to remove the volunteer tree growth and vegetation along the paved trail on Diamond Path. Trees have grown up along the west bank of Wensmann Pond and they have damaged the trail along Diamond Path. Clearing is required prior to replacing the paved trail. Since the plantings along Diamond Path add a buffer to the neighbors, removal of invasive growth encroaching on the trail along with vegetation causing damage to the trail may elicit mixed reactions from residents. Potential Action: Prepare plans to remove select trees adjacent to the path and replace trail.
