ISSUE The 1991 Ford grass rig is up for replacement. SUMMARY Currently the Rosemount Fire Department has three grass rigs in their fleet. The oldest of those grass rigs is a 1991 ford F- 350 pickup �vith a skid firefighting unit. The use of this vehicle is primarily for the extinguishment of grass fires that includes response in the City of Rosemount as well as mutual aid for adjacent cities. The vehicle is also used for response to motor vehicle accidents to assist with traffic control and Yoad closures as well as carry additional personnel to fire scenes. The current Fquipment Evaluation rating for this vehicle is 34,�vhich according to the matris falls iY the area of Needs Immediate Consideration. This eehicle has outdated emergency response lights as well as a 300 gallon steel�vater tank that has been installed in two different grass rigs. The exterior of the water tank was sand blasted and repainted twelve years ago and the estimated age of the�vater tank is over 35 years old. Three rust holes on the water tank �vere patched in December of 2011. The reliability of the pump motor has been challenging the last few years and has stalled out on occasion during fires. The replacement of this vehicle would significandy bring a Yeliable response unit to the Rosemount Fire Department grass rig fleet. Included�vith this summary are state bids from �lidway Ford for a 2015 Ford F- 350 4x4 crew cab pickup 31, 453.00) and a bid from Rosedale Chevrolet for a 2015 Chevrolet Silverado 3500 4x4 crew cab pickup 30,309.90). r,lso included are thYee bids for 2015 Skid Firefighting Units which included installation. The bids are from Fire Safet�- US.-� (�28,750.00), Red Power Diesel Senrice (�22, 074.06), and Rosenbauer America ($27,877.00). The bid from Rosedale Chevrolet does not include a Rhinoliner bed liner (�575.00), a rear view back up camera ($ 170.00), or rustproofing (�vas not included in bid). The bid from 1�1id�vay Ford does include the Line-1 bed liner (�405.00), rustproofmg ($350. 00), and a rear view back up camera 460.00) totaling$ 1, 215. 00. The Rosemount Fire Department unplemented a truck coirunittee to gather the above information. The key selling point of the Ford over the Chevrolet was that the Ford has two hundred pounds more pay load in the bed. This in turn allows the installation of a larger poly rust resistant water tank to carry more water. The purchase of this vehicle�vould also give the abilit�� to haul more firefighters to and from fire scenes with the crew cab style pickup cab. It is their recommendation to move for��ard�vith the purchase of the 2015 Ford F-350 crew cab pickup. It is also their recommendation to purchase the Firefighting Skid Unit from Red Power Diesel Service�vhich is located in �lpple Valle�-,l�Iinnesota, and have a proven track record for service. The purchase price would be �53,527.06. We'd preferably like to provide a Waterax Versax-9E fire pump that would include wiring for remote cab start.The Waterax fire pump would limit electrolysis on pump and impellers due to pump housing and impeller materials and their standard aluminum discharge manifold would allow us to provide an optional fire pump anode to further enhance longevity of the entire system.
