RECOMMENDED ACTION: Motion to adopt a Resolution approving the Submittal of the
Application relating to the Former Rosemount Dump and MnDOT Right-of-Way
Redevelopment Incentive Grant to the Dakota County Community Development Agency.
ISSUE
The Dakota County Community Development Agency (CDA) has made $1,000,000 available to the Dakota
County cities during 2015 for redevelopment grants. Staff is preparing an application requesting grant funds
to grade the foYmer Minnesota Highway 3 right-of-way and possible installation of public infrastructure to
facilitate the redevelopment of the former Rosemount dump and Minnesota Department of Transportation
(NInD01� right-of-way site. A Resolution authorizing the submittal of the application is required as a part
of the CDA application process.
SUMMARY
In 2006, the City acquired the former I�linnesota Highway 3 right-of-way south of the viaduct from
MnDOT. In 2007, the City (with the assistance of the Dakota County Environmental Resources
Department) conducted an environmental review that it is feasible to redevelopment the former
Rosemount dump site into light industrial or regional commercial uses. At that time, the redevelopment
was not eligible for CDA grant funds because the City did not have an adopted redevelopment plan for
the area. On August 19, 2014, the City adopted the South Urban Gateway Analysis for Reinvestment
(SUG9R) redevelopment plan. SUGAR provides reinvestment and development goals for commercial
area along South Robert Trail (Nlinnesota Highway 3) from CSAH 42 to CSAH 46,which includes the
former Rosemount dump and MnDOT right-of-way site. Staff is preparing a grant application that would
aid in funding grading of the former MnDOT right-of-way and include the possibility of installing
infrastructure and Yoadway unprovements for site redevelopment if matching funds and a user are
identified.
The maxirrium grant awarded to each City is $250,000 and the grant requires a $2 match for each $1
awarded. The grading of the site and installation of cul-de-sac designed in 2006 which could
accommodate five (5) lots,is estimated to cost as much as $750,000. Therefore, staff is intending to apply
for the entire $250,000 in grant funds. There may be opportunities to reduce or spread out the costs of
the project over time. The City may choose to grade the site before installing the public infrastructure.
Currently the entire site must be graded as one to allow fox a balancing of material. This is a cosdy
endeavor for the first business to the site. By having the City grade the entire parcel, development costs are
reduces the and the City is assured that the entire site grades are consistent with the property's long term
plans for stormwater and utility work.. Staff will explore other grant opportunities to aid in financing the
project.
Marketing the site without installation of all the infrastructure, roads and sewer and water, could have the
advantage of appealing to the largest range of businesses. The whole site is about nine (9) acres and if one
or two business would acquire the entire site, no public infrastructure may be need. Those businesses may
be able to connect directly to the existing infrastructure in Canada Circle.
RECOMMENDATION
Staff recommends the Motion to adopt the Resolution to submit an application for the CDA
Redevelopment Incentive Grant.

A RESOLUTION APPROVING THE SUBMITTAL OF AN APPLICATION
RELATING TO THE FORMER ROSEMOUNT DUMP AND MNDOT RIGHT-OF-
WAY REDEVELOPMENT INCENTIVE GRANT TO THE DAKOTA COUNTY
COMMUNITY DEVELOPMENT AGENCY
WHEREAS, the Ciry of Rosemount has identified the redevelopment of the former Rosemount
dump and Minnesota Department of Transportation (MnDO"I� right-of-way as a proposed
project within the City that meets the Dakota County Community Development Agency (CDA)
Redevelopment Incentive Grant progYam's purposes and criteria; and
WHEREAS, the City has established the South Urbart Gatezvay �naly.ri.r for Keinve.rtment, a
Redevelopment Plan, which establishes goals and policies to encourage reinvestment in e�sting
sustainable businesses and redevelopment of underutilized properties; and
WHEREAS, the City has the capability and capacity to ensure the proposed project be
completed and adininistered within the Redevelopment Incentive Grant program guidelines; and
WHEREAS, the City has the legal authority to apply for fmancial assistance; and
WHEREAS, the City is supportive of affordable housing and of the CDA's mission to unprove
the lives of Dakota County residents through affordable housing and community development.
NOW THEREFORE BE IT RESOLVED that the Ciry of Rosemount approves the
application for funding from the Dakota County CDA Redevelopment Incentive Grant pYOgram.
BE IT FURTHER RESOLVED that upon approval of its application by the Dakota Counry
CDA, the Cit�� Administrator of the City of Rosemount, is hereby authorized to execute such
agreements as are necessary to receive and use the funding for the proposed project.
ADOPTED this 16`h day of December, 2014, by the City Council of the City of Rosemount.
