RECOMMENDED ACTION: Motion to appoint Pamela VanderWiel to fill the unexpired term of
Ammar Husain on the Planning Commission.
BACKGROUND
On October 7 r\ staff received a message from Planning Commissioner Ammar Husain resigning from the
Planning Commission. He has moved out of the City. His term is up on March 31 , 2015.
At the October 14 rh work session, staff advised council of the resignation and recommended that the
position be filled. Council directed staff to determine if Pamela VanderWiel is still interested and available
to serve if c hosen. She has previously interviewed with the Council for a commission position .

Ms. VanderWiel has expressed interest in being appointed immediatel y as shown in the attached letter and
applications. Her appointment would be effective immediatel y for the term to expire on March 31 , 2015.
RECOMMENDATION
Based on previous council direction, staff recommends the appointment of Pamela VanderWiel to fill the
unexpired term of Planning Commissioner Ammar Husain.

Dear Mayor and Council:
It is my understanding that the City Council will be making an appointment for an open position
on the Planning Commission. I am writing this letter to apply.
There are several reason s why I am interested in serving on the Commission. As a resident,
naturally I have an interest in the developmen t of our city. Land use affects our economy, our
environment, and our quality of life. Decisions made today will have a long-lasting effect, and I
would like to have a part in the process. The ot her reason I have is personal. As an attorney, I
have had the opportunity to see city processes from the outside, but I have never seen them as a
participant. I understand that city government is complex, a nd involves more concerns than meet
the eye. I believe I will be more effective as an attorney if I b ecome involved in city
government.
I would be an asset to the Commission. I have liv ed in this city for 11 years. My business has
been located in downtown Rosemount for over thr ee years. My three children go to school here.
These experiences have given me a basic familiarity with the city.
My employment background also qualifies me fo r the position. I am an attorney, and my
primary area of practice is municipal litigation. I have represented over 80 cities in Minnesota in
my 13 years of practice. I have e xperience in a wide variety of le gal areas, including land use. I
understand the role of the Pla nning Commission, and how it relate s to the Council and to City
staff. I understand the issues that come before the Commission. I am willing and able to delve
into documents, applications, ordinances, and any ot her information put before me, so that I have
more than a surface understanding of the facts. I understand most of the processes for reviewing
the information submitted to the Commission. Fi nally, and possibly most importantly, I am
impartial. I understand the importance of reviewi ng all the evidence before me before making up
my mind.
