ATTACHMENTS: 2015 proposed legislative agenda APPROVED BY: RECOMMENDED ACTION: Motion to approve the attached legislative priorities for 2015. BACKGROUND The 2015 legislative session has started. For the past several years,the City has created a legislative agenda for Rosemount to share with our area legislators. A new 20151egislative agenda has been drafted and was reviewed bythe Council at the January 12`h work session. After reviewing additional information from Dakota County, no changes in the January 12`h draft seem necessary. Metropolitan wide issues such as the method of selecting Met Council or Transportation Advisory Board (TAB) members will be monitored in the coming weeks as will any proposals relating to groundwater supplies in the region. RECOMMENDATION Unless additional issues come forward, staff recommends approval of a motion to adopt the attached 2015 Legislative Priorities and that they be forwarded to our legislators and other interested parties. �r RosEMOU�r CITY COUNCIL 2015 Legislative Priorities The Cityof Rosemount has identified the following legislative priorities for2015. The Citygenerally supports the platforms of Metro Cities and the League of Minnesota Cities and these policies are not generally re-stated here except where they have unusual relevance for Rosemount. 1. Highway 52 improvements. The City supports continued upgrading of Highway 52 to freeway status, and specifically requests funding for the full improvement of the Highway 52/County Road 42 interchange. 2. DCTC state bonding request. The City supports DCTC in its request for$7.6 million of State bonding for Phase II improvements for Transportation and Emerging Technologies. Phase II will renovate or renew an additiona165,000 square feet at DCTC and also reduce future maintenance and energy costs. 3. UMore Park. The City supports the University of Minnesota in its efforts to clean up the property and prepare for development. 4. Transportation funding. The Ciry supports additional transportation funding to address state, county and municipal needs and supports Dakota Counry's legislative platform to address these needs. We recognize that Dakota County faces a$600 million shortfall in the ne�t 15 years and that Rosemount and other area cities heavily depend on the County transportation system for both economic development and basic transportation needs. 5. Zip Rail and Intercity passenger rail. Rosemount supports continued planning and development of a high speed rail line between Rochester and the Twin Cities and also supports MnDot giving Tier 1 priority to study the potential for added intercity passenger rail service from St.Paul and Minneapolis to South Central Minnesota. 6. Funding for Mississippi River Regional Trail. The Ciry supports the $2.05 million bonding request by Dakota County for funding for 1.7 miles of the Mississippi River Regional Trail in Rosemount.
