RECOMMENDED ACTION: Motion to authorize the preparation of plans and
specifications for the 2015 Trail and Parking Lot Improvements project .
ISSUE
Consider authorizing the preparation of plans and specifications for the 2015 Trail and Parking Lot
Pavement Improvements project.
BACKGROUND:
The 2015 Trail and Parking Lot Improvements project includes the following:
• Lower City Hall Parking Lot
o Remove and replace pavement
o Install new storm sewer to improve building drainage near roof downspouts
o Establish police access route through parking lot
o Evaluate median locations, police garage card reader location
o Modify striping layout and street light layout following changes for p olice access
o Replace damaged sidewalk near the lower entrance doors
o Review options for removing or replacing the brick wall surrounding police patio /entrance
The lower City Hall parking lot was previously scheduled for a pavement overlay . Th e project was
delayed to allow for the flexibility in the design and construction of the splash pad . There are now
requests to make changes to the parking lot layout for better access from the police garage to 145 th
Street . Additionally, building maintenance staff identified drainage and pedestrian issues adjacent
to the building.
At this time, the project has been revised from an overlay to a pavement replacement project.
Design layouts will be presented to Council for feedback prior to authorizing the advertisem ent of
bids.
• Diamond Path Trail: 155 th Street to 152 nd Street
o Remove the existing 8 -foot wide trail and install an 8 -foot wide concrete sidewalk
o Remove volunteer growth brush adjacent to trail

• Innisfree Park Trail: Diamond Path to Innisfree Park shelter/playground (1900 feet)
o Replace the existing 8 -foot wide bituminous trail
o Remove volunteer growth brush adjacent to trail
The bituminous trails in Diamond Path and Innisfree Park listed on the previous page have many
tripping hazards caused by roots pushing through the pavement. The roots are from the growth
of volunteer trees and brush adjacent to the trails. The brush is proposed to be cleared along the
trail to prevent future root intrusion issues.
• Innisfree Park Drainage Repair: East e nd of park
o Install storm sewer to direct drainage along storm sewer
o Minor grading to direct drainage across trail
The trail and parking lot p roject s have been combined together to in an effort to reduce administrative
costs and obtain better bid s from contractors.
Funding for the parking lot improvements is proposed from the Parking Lot Maintenance fund. All other
improvements are proposed to be funded by the Improvements Other Than Buildings fund in the
Government Buildings budget.
CONCLUSION
Staff is recommending City Council consideration to authorize the preparation of plans and specifications
for the 2015 Trail and Parking Lot Improvements project .
