ISSUE
The 2015 CIP includes the proposed replacement of the City Hall generator that provides standby power
for City Hall in the event of a power outage. Staff is requesting City Council review and consideration for
proceeding with the development of a project to replace the generator in 2015.
BACKGROUND
The existing generator is a natural gas fueled generator located in the northeast corner of the police
department garage. Following is a summary of the generator specifications and related items:
1. The generator is a natural gas fueled generator which was installed in 1986.
2. The generator was relocated to its current location in 2001 as part of the City Hall expansion
project.
3. The power output of the generator is 66 kW.
4. Based on the power output capability of the generator, the attached map shows the areas of City
Hall that are powered by the generator during a power outage. Primarily the full Police
Department is powered along with the Council Chambers (City Emergency Operations Center),
the network server room, and the City Administrator's office. The HVAC system is not powered
by the generator during a power outage.
5. The existing generator also provides standby power for Sanitary Sewer Lift Station #1 located at
the entrance to the City Hall lower level parking lot. This is the city's largest lift station serving the
majority of the downtown area; the maintenance of standby power to this facility is an important
part of the city's infrastructure system.

6. The relocation of a new generator to the exterior of the building would result in approximately an
additional 625 SF of parking and storage space in the Police Department garage. At a conservative
estimate of$100/SF for building space, the potential value of this repurposed space is $62,500.
The attached memorandum from Paul Kaeding with Barr Engineering outlines the existing conditions and
recommendations for the installation of a new generator to provide power to the entire City Hall facility.
Also included in the memorandum is an estimated construction cost of$155,000 plus indirect costs.
SUMMARY
Staff is requesting Council review and consideration for proceeding with the development of a project to
replace the City Hall generator.
