ISSUE
The issue before the City Council this evening is the discussion of the possible replacement of the City’s
three physical servers and the necessary software upgrades and other equipment necessary to complete the
project.
BACKGROUND
This item is on the agenda to take the next step in replacing the City’s main file servers. There is money in
the 2015 Equipment CIP budget for these expenditures. When Jayson Solberg, our IT Coordinator, began
the process of obtaining quotes for the project it became apparent that it would be necessary to break out
the project into two separate parts. Because of the Police requirements with the BCA/CJIS organization
and their ties to LOGIS we have certain requirements that would fall outside of the normal scope of what
we need to do with the servers. Jayson Solberg, the IT Coordinator, has tried to explain some of the
reasons for this in the attached memo and will be available Monday evening for further discussion and
questions on this matter.
Attached is a memo from Jayson listing reasons for the need to proceed forward with the
replacement/upgrade of the file servers. Jayson is available to answer any questions you have prior to the
meeting and will be present at the meeting as well.
We have received 3 separate quotes for the servers and an additional quote from LOGIS for the necessary
equipment and labor for the Police Department component of the project. The total of the low quote on
the server project is $93,320 and the LOGIS quote is for $17,020 which totals $110,340. We have
$110,000 budgeted in the Equipment CIP for the project.
SUMMARY
Staff is requesting Council direction on proceeding with the purchase of the hardware and software
necessary for the replacement/upgrade of the City’s three physical file servers.

ISSUE
Servers
The City of Rosemount maintains twelve virtual servers to handle the day to day demands of the citizens
and employees. These twelve virtual servers are maintained on three physical servers. The three
physical servers are at capacity and are no longer under warranty after February 23rd 2015.
Network- Citywide
The City of Rosemount network consists of five locations spread throughout the City. City Hall connects
to Park and Rec, Fire Station 1, Fire Station 2 and Public Works via fiber optics which the City of
Rosemount owns. This fiber has the capability to increase network speeds just by upgrading equipment
at the locations. The equipment at Park and Rec, Fire Station 2 and Public works was not designed to
handle the load we are running through them. By replacing this equipment our users will see a 10 times
increase in network speeds. This will boost productivity, maintain higher overall network health and
give the City of Rosemount network the ability to scale up in the next 5 years without purchasing
additional equipment.
Network-Police
The City of Rosemount Police departments falls under BCA/CJIS jurisdiction and must follow a strict
policy to allow our Police department to access those resources. The City of Rosemount Police
Department has to be completely separate of the citywide network. To accomplish this LOGIS and the
BCA have set equipment requirements that must be followed. This equipment is more expensive than
what the citywide network needs so our plan is to just integrate this equipment into the citywide
network in which the State of MN and LOGIS will be able to monitor the network.
Server Room
The server room racks over time have become full and need to be replaced. New power outlets need to
be brought in and cabling needs to be completely overhauled. The new design of the server room will
allow navigation behind the server racks and comply with new safety standards. It will also clean up the
Fiber racks for the State of MN, MnDOT, MN National Guard, DCC and City Hall fiber. We will also be
bringing the cabling that is downstairs up into to the server room to control access. Storage cabinets
will no longer be allowed in the server room.
