ISSUE The issue before the City Council is the discussion of the possible replacement of the current card key security system. The 2015 CIP budget includes the replacement of our card key security system. Staff is requesting City Council review and consideration for proceeding with the replacement of our current system. BACKGROUND The card key system we currently have in place is for City Hall only and has been in place since the City Hall was remodeled / expanded in 2001. The current software and hardware that we have is no longer supported and we are unable to purchase upgrades to the software. We are in jeopardy of having no card access at all if the system were to fail. The proposal before you encompasses replacing the current system here at City Hall for the current card access points and to also expand the system to include the 3 Public Works buildings, Fire Station #1 and Fire Station #2. The system is easily expandable and later this year we anticipate adding additional access points at City Hall not included in the original quote as well as putting the system in place at the new Activity Center and the Steeple Center. We also anticipate adding the system to the well houses and water towers in future years and possibly park shelters as well. Our current system, in addition to its’ failure certainty, has many limitations that the new system does not. The new system will have the ability to audit door access points – the current system does not. This is a potentially important legal and security aspect to consider. We have to ability to see on the new system whether doors have been propped open, left open or left unsecured – the current system does not. The new system will have the ability to lock and unlock doors at certain times – the current system does not. Both systems have the ability to limit the number of people who control the system which is an important security advantage. We have $95,000 budgeted for 2015 in the Building CIP. We have received 2 quotes for the original part of the project. The low quote is for $97,371.16. This is slightly over what we have budgeted but staff believes that this is an important project to proceed forward with and favor the company with the low quote because of the ease of expanding the system in the future. We would anticipate coming back to you later in the year for discussion on adding the additional access points at City Hall and for putting the system in place at the Activity Center and the Steeple Center. SUMMARY Staff is requesting Council direction on proceeding with the replacement of the card key security system.
