Minutes of the February 17th, 2015 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL 6' b' REGULAR MEETING PROCEEDINGS FEBRUARY 17, 2015 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, February 171h, 2015 at 7:00 p.m. in the Council Chambers at City Hall, 2875 1451h Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Demuth attending. Staff present included City Administrator Johnson, City Attorney Tietjen, City Planner Zweber, Assistant City Engineer Olson, Chief of Police Scott, Parks and Recreation Director Schultz, City Clerk Hadler and quite a few police officers. The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there was a public hearing that is no longer needed because the application was withdrawn. Motion by Droste. Second by DeBettignies. Motion to Adopt the Agenda with the removal of Public Hearing Item 7.a. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. PRESENTATIONS 3.a. Sergeant Bryan Burkhalter Chief of Police Scott introduced Sergeant Burkhalter, who will be retiring at the end of this month, and outlined his long career with the Rosemount Police Department. Sergeant Burkhalter has served in a number of roles in the department including most recently the interim Police Chief in 2014. 3.b. Sergeant Shawn McMenomy Chief of Police Scott introduced Sergeant McMenomy, who has recently been promoted to sergeant. Sergeant McMenomy has been an officer with the City of Rosemount for about 4 years. Chief Scott outlined the testing processes for interviewing sergeants. Mayor Droste performed the swearing in of Sergeant McMenomy and his wife, Paula, pinned on his badge. PUBLIC COMMENT CONSENT AGENDA Motion by DeBettignies. Second by Demuth. Resolution of Approval for CDBG Application ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 17, 2015 h. Receive Donations - Parks & Recreation Dept. i. Community Center/Armory Maintenance Agreement J. MS4 Ordinance Approval and Summary Publication k. Repeal Section 9-1-1.0 State Building Code for Special Fire Protection Systems Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: None. Motion carried. NEW BUSINESS 9.a. Approve Letter of Intent with Sundial Energy for a solar PV system City Administrator Johnson provided a summary of the staff report regarding the proposed Sundial project. The contract does not require any city money up front. The city must agree to put the solar fixtures on the roof for a certain time period and would receive the energy savings from those. The City would be entered in a statewide lottery in March to determine who would receive the funding for the projects. Mayor Droste inquired about the next steps if we were chosen. City Administrator stated that the Council should be able to approve the final projects. Mayor inquired about ground systems. City Administrator Johnson stated he wasn't sure that was a possibility with this particular program. Council member Nelson inquired about which buildings had the highest electricity bills. Mr. Johnson responded that City Hall has the highest. City Attorney Tietjen stated the last 5 words of the letter should be removed. Motion by DeBettignies. Second by Demuth. Motion to Approve Letter of Intent with Sundial Energy for a solar PV system with the last 5 words removed. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on Tuesday, March 3Td, 2015, at 7:00 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by DeBettignies, the meeting was adjourned at 7:24 p.m. Respectfully Submitted, Clarissa Hadler, City Clerk
