SPECIAL WORK SESSION PROCEEDINGS
FEBRUARY 17, 2015
CALL TO ORDER
Pursuant to due call and notice thereof a special work session of the Rosemount City Council was
held on Tuesday, February 17th, 2015 at 7:30 p.m. in the Conference Room at City Hall, 2875 1451h
Street West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Weisensel, Demuth
and Nelson attending. Staff present included City Administrator Johnson, City Planner Zweber, City
Attorney Tietjen, Parks and Recreation Director Schultz, and City Clerk Hadler.
DISCUSSION
2.A. Liquor License Issues
City Clerk Hadler introduced the liquor license issues at hand; including an inquiry from Marcus
Theaters to expand their food service and add liquor, taproom / cocktail room licensing and other
miscellaneous changes to the liquor regulations. City Attorney Tietjen explained a few of the legal
issues that were addressed in staff discussions regarding the movie theater. City Planner Zweber
explained how the liquor and zoning regulations could be changed to allow for microbrewers and
micro -distillers. Staff suggests changes to the liquor regulations that would lower the food
requirement for movie and live theaters, and hotels, and add regulations to allow for licensing of
taprooms and cocktail rooms.
Council members expressed concerns regarding underage drinking at the theater. City Clerk Hadler
responded that Marcus Theaters has extensive alcohol service policies and training in place at other
locations that serve liquor. In addition, neither the Waite Park nor Oakdale theaters had failed
compliance checks since beginning to serve alcohol. Council member DeBettignies suggested a
more advanced compliance check if allowed by law that would check if alcohol was being passed to
minors in the theaters. Council member Demuth expressed interest in the theater's use of
wristbands.
Council members and staff discussed various issues around liquor service in movie theaters. Council
generally agreed with staff recommended changes to liquor regulations and asked that a 2 drink
maximum be put in place for the Marcus Theaters license when it is applied for.
2.13. Steeple Center Lighting Project
City Administrator Johnson gave an update on the Steeple Center lighting project. He, the Mayor
and other staff have met with a lighting artist, Jeff Bartlett, who will be providing proposals for a
lighting project that would include the Steeple Center and the new Activity Center.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Weisensel, the meeting was unanimously adjourned at 8:56 p.m.
