RECOMMENDED ACTION: Motion to Adopt a Resolution Receiving Bids and Awarding
the Contract for the Construction of Well 16 to E.H. Renner & Sons, Inc.
ISSUE:
Receive bids and award contract for the Well 16, City Project 416.
BACKGROUND:
On Friday, February 27, 2015, three (3) bids for the construction of Well 16, City Project 416 were
received and read aloud publicly. The low bidder is E.H. Renner & Sons, Inc. with a bid of $422,585.
This is 5% lower than the Engineer’s estimate of $445,120.
This project includes the construction of City Well 16, located on Bacardi Avenue north of Bonaire Path,
as shown on the attached map. It will include the drilling of the well shaft and installation of the pump.
The construction of the well house will be bid separately in the future.
Construction of the well is expected to be completed in 2015. The well house is expected to be completed
and the well brought online in 2016. Costs associated with the project will be funded by the Water Core
Fund.
SUMMARY:
Staff recommends City Council adopt the resolution to receive the bids and award the contract for the
construction of Well 16 to E.H. Renner & Sons, Inc.

RESOLUTION 2015 –
A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR WELL 16, CITY PROJECT 416
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. All bids on construction of Well 16 have been received and tabulated.
2. The bid of E. H. Renner & Sons, Inc. in the amount of $422,585 for the construction of said
improvements is in accordance with the plans and specifications and advertisement for bids,
and is the lowest responsible bid and shall be and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of
Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposit of all successful bidder and the next
two lowest bidders shall be retained until a contract has been executed.
ADOPTED this 17th day of March, 2015.

Dear Mayor and Council Members:
Bids were received for the above-referenced project on Friday, February 27, 2015, and were opened and
read aloud. Three bids were received. The bids were checked for mathematical accuracy and tabulated.
Please find enclosed the bid tabulation indicating the low bid as submitted by E.H. Renner & Sons, Inc. of
Elk River, MN, in the amount of $422,585.00, which includes the Base Bid plus Alternate 1. The
Engineer’s Estimate was $445,120.00.
The alternate includes pumping equipment necessary for an aquifer pump test that may be required by the
Minnesota Department of Natural Resources (MnDNR). The MnDNR requirements will be finalized
once the City has applied for to amend their Water Appropriations Permit. The application to amend the
permit can be submitted once the pumping capacity is determined following the test pumping of the
production well.
We recommend that the City Council consider these bids and award a contract in the amount of
$422,585.00 to E.H. Renner & Sons, Inc. based on the results of the bids received.
