ISSUE On an annual basis the Parks and Recreation Commission reviews the Parks and Recreation related portion of the City's Rates and Fees and makes a recommendation on adjustments to the fees. Fees are often set based on trying to offset some of the operating costs, capital costs and also to stay current with other similar facilities in the market. For the 2015 budget, the City increased the transfer of general funds to support the arena by $15,000. The increase was needed to help cover the costs of the projected capital improvement projects at the arena. In November of 2014, the Commission recommended that staff ask the Rosemount Area Hockey Association (RAHA) about when they would prefer to see ice rental rate increases. RAHA responded by stating that they prefer seeing lower hourly increases more often instead of less frequent larger increases. The Commission reviewed the attached fee comparison and asked staff questions about the arena's budget. Following the discussion regarding the fee comparison and the arena budget, the Parks and Recreation Commission recommended that the City Council consider increasing the prime time ice rates from $195 per hour to $205 per hour. The City Council is being asked to consider adopting a resolution to amend the 2015 Schedule of Rates and Fees to increase the prime time ice fees from $195 per hour to $205 per hour. WHEREAS, the City Council has reviewed the 2015 Schedule of Fees and Rates and recognizes the need to amend certain rates and fees for 2015; and WHEREAS, the City Council has found the need to amend certain Parks and Recreation Fees — Prime Time Ice Fees, as described on Attachments 1. THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount, that it adopts the attachment amending Parks and Recreation Fees. (Easels are free of charge if no paper and markers are requested.) The remaining equipment including the overhead projectors, sound box and TV/VCR's may be rented for $10 + tax per use. There is no charge for use of microphones and lecterns. A portable LCD projector may be rented for $100 + tax per use, subject to availability. A sound box may be rented for $10.00 +tax per use. f.
